Oversee all aspects of the project HSE Program efficiently calling upon shareholder expertise and project HSE staff resources to support project management and personnel in attaining project HSE objectives
- Drive Project HSE excellence through Senior Project Management visibility and involvement
- Engage Project Leadership Team in the development, review, and endorsement of all applicable HSE systems, programs, and procedures for the execution of the project
- Guide, direct, train, and motivate project team members to take responsibility for their personal safety and comply with ADNOC Offshore HSE Safety Policy, procedures, rules, and accepted safe working practices, as well as applicable Abu Dhabi HSE regulations
- Establish a system and schedule for regular project Safety Steering Team (SST) meetings with participation from Senior Project Management and management representatives from major contracting companies. Engage PLT members as active participants
- Maintain regular communication with ADNOC Offshore Corporate HSE, shareholder company counterparts, and major project contractors
- Implement HSE best practices from ADNOC Offshore, shareholder companies, and the Oil & Gas Industry as approved by Senior Project Management
- Recommend HSE staffing resources needed to achieve objectives and provide guidance to HSE staff under different Project Management Teams
- Develop and implement a project-specific Risk Assessment Management System (RAMS) in collaboration with Engineering or adapt an existing system from shareholder companies
- Include HSE requirements in Invitation to Tender (ITT) packages and participate in tender evaluations
- Review HSE plans from contractors, provide feedback, and endorse as appropriate
- Conduct HSE kick-off meetings with major contractors prior to or upon site mobilization
- Establish and annually review HSE Key Performance Indicators (KPIs) with Senior Project Management endorsement
- Set up regular Project Management Team (PMT) safety meetings
- Ensure prompt incident notification, reporting, investigation, and corrective action tracking
- Collect, analyze, and trend HSE performance data
- Implement a Safety Observation and Intervention program to promote workforce safety involvement
- Review and support Value Assurance Process (VAP) and Stage Decision Support Packages (DSP)
- Act as project Security Point of Contact (POC) with ADNOC Offshore
- Design and deliver in-house HSE training programs

- B.S. in Engineering with at least 20 years of industry experience, preferably in Oil & Gas, with a minimum of 8 years in project-related activities
- Minimum of 10 years of HSE-related experience and at least 7 years in supervisory or managerial roles
- Experience in Process Safety, Construction Safety, brownfield modifications, and Offshore Oil & Gas operations
