Job Description:

Parsons is looking for an amazingly talented Program Manager to join our team! In this role, you will strategically plan and manage a team of client-appointed stakeholders to deliver a portfolio of asset types (retail, commercial, logistics, education, and hospitality) for a renowned developer in Abu Dhabi, UAE.

What You'll Be Doing:

  1. Portfolio Planning and Coordination: Developing and managing master schedules and timelines, overseeing their execution to ensure timely project completion.
  2. Resource Management Oversight: Allocating resources, including personnel, materials, and equipment, to ensure efficient use.
  3. Contract Management: Overseeing negotiation, execution, and management of PMC contracts and directly appointed consultants.
  4. Quality Assurance Oversight: Ensuring all work meets quality standards and complies with relevant regulations and codes.
  5. Program Risk Management: Identifying and mitigating risks that could impact the successful completion of projects.
  6. Stakeholder Communication: Facilitating communication among project stakeholders, including clients, contractors, and regulatory agencies.
  7. Reporting and Documentation: Reviewing PMC reports, monitoring and reporting on program KPIs, service standards, and goals. Participating in monthly project performance reviews with Development Leads, validating estimates, schedules, construction quality, and standards adherence.
  8. Cost Management: Acting as an executive cost consultant, managing and optimizing costs at the portfolio level, including budgeting, cost analysis, risk management, reporting, and performance monitoring.
  9. What Required Skills You'll Bring:

  • Bachelor's Degree in Engineering, Business, or related field
  • Portfolio management experience delivering various asset types
  • Managing 10-20 employees and multiple contracts simultaneously
  • Expertise in commercial skills
  • Experience in writing and delivering program and project execution plans
  • Strategic planning experience
  • Excellent communication skills, highly proficient in English
  • Prior experience in the MENA region

What Desired Skills You'll Bring:

  • Bachelor's Degree in Engineering, Business, or related field
  • 20 years of experience, with 5-10 years in the UAE
  • Technical expertise in real estate development, construction, or engineering
  • Technical expertise in commercial and cost management
