Job Summary:
The HSE Team Leader (Superintendent) will oversee all Health, Safety, and Environmental (HSE) activities on a long-term ADNOC project in the UAE. The role ensures full compliance with ADNOC, UAE regulatory, and international HSE standards while promoting a strong safety culture across the project. The HSE Superintendent will lead a team of HSE officers, conduct audits, implement corrective actions, and drive continuous improvement in HSE performance.
Key Responsibilities:
1. HSE Leadership & Compliance:
- Ensure strict adherence to ADNOC CoPs (Codes of Practice), ADNOC HSE Standards, and UAE regulatory requirements (e.g., OSHAD, DM, ADNOC Onshore/Offshore guidelines).
- Lead the implementation of the Company HSE Management System and Project-Specific HSE Plans.
- Monitor compliance with Permit to Work (PTW), JSA, Risk Assessments, and Method Statements.
2. Team Management & Supervision:- Supervise and mentor a team of HSE Officers, Safety Engineers, and Environmental Specialists.
- Conduct daily toolbox talks, safety briefings, and HSE inductions for new employees and contractors.
- Ensure proper HSE staffing coverage across all project shifts and work fronts.
3. Risk Management & Incident Prevention:- Conduct regular site inspections, hazard hunts, and risk assessments (qualitative & quantitative).
- Lead HSE audits (internal & external) and ensure timely closure of corrective actions.
- Investigate incidents, near-misses, and unsafe acts/conditions using Root Cause Analysis (RCA) and 5 Whys methodology.
4. Emergency Preparedness & Response:- Oversee emergency drills (fire, spill, evacuation, rescue) and ensure readiness of emergency equipment.
- Act as a key responder in emergency situations and coordinate with ADNOC HSE, site medic, and ER teams.
5. Training & Safety Culture Development:- Organize HSE training programs (e.g., BBS, H2S Awareness, Confined Space, Working at Heights).
- Promote Behavior-Based Safety (BBS) programs and STOP (Safety Training Observation Program) initiatives.
- Encourage employee engagement in HSE initiatives (e.g., safety campaigns, reward programs).
6. Reporting & Documentation:- Prepare daily/weekly/monthly HSE reports for ADNOC and project management.
- Maintain records of inspections, incidents, training, and permits as per ADNOC requirements.
- Ensure real-time HSE data entry in ADNOC s digital systems (e.g., SAP, SharePoint).
Qualifications & Experience:- Education: Bachelor s degree in Occupational Health & Safety, Engineering, or related field.
- Certifications: NEBOSH IGC/IOSH/OSHA, ADNOC-approved HSE certifications (e.g., ADNOC HSE Passport).
- Experience: Minimum 10+ years in HSE leadership roles in UAE/GCC oil & gas projects (ADNOC experience preferred).
Technical Skills:- Proficiency in ADNOC HSE standards, OSHAD SF, ISO 45001/14001.
- Strong knowledge of process safety, hazardous area classification, and SIMOPS.
- Familiarity with HSE software (e.g., Intelex, Gensuite, Enablon).
