Job Requirements:
  1. Must have an undergraduate engineering degree from a reputable university.
  2. Minimum 15 years of total experience, with at least 8 years GCC experience preferred.
  3. Experience working in Enabling, Reclamation, Infrastructure, Housing, and mixed-use projects.
  4. Client-side experience managing PMC’s, LDC’s, Cost Consultants, and other stakeholders.
  5. Strong experience in Project Controls Management (PCM) of major capital projects.
  6. Pre-contract experience managing design and procurement activities.
  7. Excellent interpersonal, communication, reporting, and presentation skills.
  8. Ability to work independently with minimal supervision.
  9. Ability to manage resources within the local Project Control team.
  10. Proven project background with strong English technical writing skills and experience in developing project control processes and procedures.
  11. PMP or other professional certifications.
  12. Proficiency in MS Office Suite.
  13. Experience in using Primavera P6, ACONEX, and Oracle suite.
  14. Sound knowledge of project control practices, including cost, risk, change management, and earned value management.
  15. Extensive knowledge of reporting practices, dashboards, and KPIs.
Roles and Responsibilities:

The Senior Project Controls Manager’s responsibilities include, but are not limited to:

  1. Leading a team of professional planners and schedulers to establish the baseline schedule.
  2. Evaluating procedures to improve resource management efficiency and cost-effectiveness in procurement, change orders, document control, invoicing, and accounting.
  3. Monitoring, analyzing, and reporting on project performance using qualitative and quantitative tools.
  4. Recommending and implementing modifications to improve project effectiveness and milestone attainment.
  5. Planning, coordinating, and monitoring activities to develop and implement procedures, processes, and systems.
  6. Setting up Primavera P6 for program management across the planning team with all stakeholders.
  7. Reviewing and updating Project Management Plans relevant to Project Controls.
  8. Supporting the preparation and maintenance of the master program for the project.
  9. Reviewing data and schedules from other organizations (Designers, PMCs, Contractors).
  10. Providing direction for planning and scheduling control systems.
  11. Collaborating with Procurement, Technical, and Logistic functions to understand their requirements and support the project control team.
  12. Assisting in the consultant selection process for commercial and technical evaluation.
  13. Establishing/reporting project progress to clients and stakeholders.
  14. Reviewing contract documents and suggesting planning and programming modifications.
  15. Organizing planning workshops and meetings to resolve scheduling issues.
  16. Preparing scenario analyses to support client decision-making.
  17. Reviewing and analyzing claims and EOT requests.
  18. Conducting benchmarking and data collection for similar projects.
  19. Recommending schedule acceleration strategies.
  20. Developing document control and communication systems.
  21. Analyzing contractor schedules and contractual compliance.
  22. Preparing progress presentations and reports.
  23. Assisting in risk assessment and mitigation planning.
  24. Monitoring project progress for compliance and performance, especially in KSA projects.
  25. Analyzing project risks and advising on schedule impacts.
  26. Developing and integrating contractor programs into the master schedule.
  27. Preparing and guiding the Program Management Plan (PMP).
  28. Establishing communication and document control protocols.
  29. Reviewing and advising on contractor delay claims and extensions of time.
  30. Preparing stakeholder management plans.
