Overview:
The Vice President IT PMO (Project Management Office) is responsible for leading the technology project management function, ensuring standardized execution, governance, and excellence across all strategic and BAU initiatives. The VP-PMO will oversee project portfolio management, ensure alignment with organizational and government transformation goals, drive financial discipline, enhance resource utilization, and maintain stakeholder trust through transparent communication and rigorous risk management. This role demands a proactive, strategic leader capable of working across functions, driving operational efficiency, and providing senior leadership with critical insights on project performance and delivery.
Roles and Responsibilities:
- Project Budget Management: Lead the planning, tracking, and reporting of project budgets to ensure financial discipline, prevent overruns, and maintain transparency in cost management.
- Project Capacity Management: Oversee the allocation of resources across projects, forecast future capacity requirements, and ensure optimized utilization of organizational capabilities.
- Stakeholder Management: Develop and maintain strong relationships with internal and external stakeholders. Ensure regular engagement, manage expectations, and address concerns proactively.
- Project RAID Management (Risks, Assumptions, Issues, Dependencies): Establish and enforce best practices for identifying, managing, and resolving risks, validating assumptions, mitigating issues, and handling dependencies across all projects.
- Hypercare Management: Lead intensive post-implementation support efforts to stabilize project outcomes, monitor system performance, and swiftly resolve early-stage operational issues.
- Project Closure: Ensure formal project closure processes, including validation of deliverables, capturing lessons learned, compiling final reports, and archiving project documentation.
- Project Communication: Design and execute effective project communication plans, ensuring stakeholders are consistently updated with clear, timely, and transparent information.
- Alignment with Transformation Committee: Act as the PMO's primary liaison to the Transformation Committee, ensuring project initiatives align with broader government and organizational transformation mandates.
- Weekly Reporting: Ensure timely submission of comprehensive weekly reports, adhering to agreed templates, capturing project progress, risk status, issue tracking, and key achievements.
- PMO Leadership and Continuous Improvement: Foster a high-performing PMO culture; implement continuous improvement initiatives to enhance project management methodologies, tools, and frameworks.
- People Leadership: Take full ownership of people leadership responsibilities, including mentoring, coaching, performance management, and supporting the career growth of team members within the PMO.
- Marketing the Value of Technology: Actively promote and communicate the value and impact delivered by technology teams across the organization and to senior stakeholders, enhancing visibility and reinforcing the strategic role of technology.
- Technology Leadership Engagement: Be an integral member of the technology leadership team by contributing to shaping & executing on both existing & new PMO mandates and priorities that support broader technology & business objectives.
Work Experience Requirements:
- Minimum of 15 years of experience in project management, with at least 7 years in senior leadership roles within a PMO or similar strategic program delivery office.
- Proven experience managing large-scale, multi-million-dollar projects or transformation programs.
- Expertise in budget management, resource planning, RAID management, and stakeholder communication.
- Experience working with government entities, regulatory committees, or transformation boards is highly desirable.
- Track record of leading post-go-live hypercare ensuring operational stabilization.
Education/Certification Requirements:
- Bachelor's degree in Business Administration, Computer Science, Engineering, or a related field mandatory.
- Master's degree in Business Administration (MBA) or a related discipline highly preferred.
- PMP (Project Management Professional) certification mandatory.
- PgMP (Program Management Professional) or PMO-CP (PMO Certified Practitioner) preferred.
- Prince2 Practitioner advantageous.
- Lean Six Sigma certification (Green Belt or higher) a plus.
- Agile certifications (SAFe Agilist, PMI-ACP) a plus..
Skills and Competencies:
