Overview :

We are seeking a senior investment professional at Principal level to lead and develop the public markets strategy for a globally oriented investment organization based in the UAE. This is a pivotal leadership role with the mandate to shape portfolio strategy, construct robust asset allocation models, and oversee external manager relationships within public equities, fixed income, and listed alternatives.

You’ll report directly to the Chief Investment Officer and work alongside other asset class leads to integrate public markets into a multi-asset, long-term institutional portfolio.

Key Areas of Responsibility

Public Market Strategy & Leadership :

• Define a comprehensive, forward-looking strategy for public market exposure that reflects the institution’s long-term objectives, risk appetite, and liquidity profile.
• Collaborate with executive leadership to embed public markets into the broader investment strategy, particularly alongside dominant private market allocations.
• Drive the development of investment policies, governance standards, and operating frameworks specific to public market investments.
• Lead asset allocation decisions across global public market asset classes (equities, fixed income, ETFs, and other listed instruments).
• Adjust exposures dynamically based on macroeconomic signals, market conditions, and geopolitical risk.
• Establish return expectations, portfolio benchmarks, and performance measurement frameworks.

External Manager Oversight :

• Lead the sourcing, selection, and onboarding of top-tier external managers across multiple public asset strategies and geographies.
• Negotiate mandates and fee structures with an emphasis on alignment, transparency, and efficiency.
• Continuously monitor manager performance, conduct diligence, and make ongoing assessments to ensure execution quality.
• Build and mentor a high-caliber team of investment professionals to support public markets execution and oversight.
• Work cross-functionally with risk, compliance, operations, and analytics teams to support effective implementation.
• Foster a culture of performance, accountability, and continuous improvement.
• Identify and actively manage market, liquidity, and counterparty risks in collaboration with in-house risk teams.
• Ensure all investment activity meets internal risk parameters and regulatory standards.

Stakeholder Reporting & Engagement :

• Present regular updates and insights to the CIO, investment committee, and other senior stakeholders on market trends, portfolio strategy, and performance.
• Represent the public markets function in discussions with institutional partners, regulatory bodies, and government stakeholders where relevant.

Candidate Profile

Professional Experience :

• At least 12 years of investment experience within public markets, including 5+ years in a senior leadership or vertical head role.
• Background in an institutional setting such as a pension fund, sovereign wealth fund, endowment, or global asset manager.
• Demonstrated expertise in asset allocation, manager selection, and portfolio construction across equities, fixed income, and other listed securities.
• Proven ability to lead teams, design investment processes, and build an investment platform from an early or growth stage.

Technical & Strategic Skills :

• Deep understanding of global financial markets, macroeconomic drivers, and public investment strategies.
• Advanced analytical and modeling capabilities; proficiency in portfolio tools and attribution analysis.
• Comfortable making strategic, data-driven decisions in dynamic environments.

Leadership & Communication :

• Strong communicator with the ability to distill complex information for both technical and non-technical audiences, including board-level stakeholders.
• Skilled in relationship management, particularly with external managers and institutional partners.
• Leadership style that encourages collaboration, rigor, and results.

Education & Language :

• Advanced degree (e.g., MBA, CFA, Master’s in Finance / Economics or related discipline) required.
• Fluent English; Arabic language skills a plus, but not essential.
