The Senior Spectrum Engineer employs their expertise to develop and execute strategies for improving, enabling, and protecting Kuiper’s use of radio frequency spectrum and satellite orbits. The Senior Spectrum Engineer will develop analysis and simulations to model the Kuiper network, demonstrate compliance with international regulatory requirements, analyze and propose frameworks for spectrum and orbit use internationally, and determine sharing opportunities for co-existing with other providers of satellite services as well as with telecommunications services that use our frequency bands. You will develop, present, and defend technical studies and execute the strategy in ITU study groups, Regional Telecommunications Organizations, and other multilateral and regulatory bodies. You will work closely with the satellite and communications systems design teams and coordination teams, and business teams to ensure that the Kuiper technology, business, and regulatory roadmaps are aligned. The ideal candidate has knowledge of satellite systems and the applicable Radio Regulations, Rules of Procedure, and ITU-R Recommendations and experience conducting sharing and interference analyses.
Key job responsibilities
The Regulatory Affairs Engineer will develop detailed analysis products and strategies to enable Kuiper’s use of radio frequency spectrum and satellite orbits. Functions include :
The ideal candidate has experience serving as a member of national delegations to ITU meetings, knowledge of the ITU Radio Regulations, knowledge of communications satellite architectures and link budgets, and experience in developing sharing studies between telecommunications services. Additionally, the candidate must have the ability to effectively communicate solutions to complex technical problems and advocate before regulatory and multilateral bodies.
Some travel, both domestic and international, will be required.
This position may require access to information, technology, or hardware that is subject to export control laws and regulations, including the Export Administration Regulations (EAR) and the International Traffic in Arms Regulations (ITAR). Employment in this position is contingent upon obtaining any required export licenses or other approvals from the United States government. As such, the successful candidate must be eligible to obtain any necessary export licenses or approvals based on their nationality, citizenship, and any other factors considered by the applicable export control regulations.”

About the team
The Global Regulatory Affairs team is responsible for enabling and protecting Kuiper’s use of radio frequency spectrum at home and abroad, defining and leading the Project Kuiper regulatory agenda. The team operates worldwide, engaging with the ITU and regional organizations, coordinating the use of spectrum with other operators, gaining country access, and promoting safety in space. The Global Regulatory Affairs team works in close collaboration with the Kuiper technical design and business teams to optimize for spectrum sharing and customer experience as well as with Amazon’s public policy and legal teams to enhance the overall international regulatory strategy.
