The Roads and Transport Authority (RTA) in Dubai is hiring a Senior Human Resources Officer to lead and support the planning, management, and strategic development of human resources operations. This role is pivotal in ensuring compliance with HR policies, managing performance initiatives, and delivering excellence in HR services across the authority.

Job Overview

The Senior Human Resources Officer HR Strategy and Operations will be responsible for managing HR projects, supporting the implementation of performance and development initiatives, monitoring section performance, ensuring audit compliance, and enhancing human resource operations to achieve RTA's organizational goals.

Key Responsibilities
  1. Manage, monitor, and ensure the effective implementation of HR section projects and initiatives
  2. Support matters related to partners, media plans, contracts, and financial budgets at the section level
  3. Provide strategic and administrative support for HR transactions in coordination with business partners
  4. Plan, supervise, and monitor the data management and governance system based on RTA's data policies
  5. Submit regular performance reports and ensure alignment with senior management directives
  6. Analyze and study section needs, preparing strategic reports and improvement recommendations
  7. Prepare annual plans for internal and external communication, ensuring compliance through monthly reviews
  8. Manage incoming and outgoing correspondence and maintain confidentiality of all HR data
  9. Prepare for internal, external, and quality audits, ensuring the provision of required data and monitoring corrective actions
  10. Supervise outputs of recruitment and business partner tasks, recommending improvements
  11. Develop and update HR processes, procedures, and operating standards based on best practices
  12. Review and validate job descriptions within the HR section to align with functional responsibilities
  13. Prepare, analyze, and report monthly, quarterly, and annual KPIs
  14. Assist in setting organizational development strategies and providing actionable recommendations
  15. Contribute to HR statistics and reporting to support strategic decision-making
  16. Ensure the secure maintenance of official HR documents and records
Required Skills and Experience

Education: Bachelor’s Degree in Business Administration, Human Resources, or equivalent from an accredited university

Experience: Minimum 11 years of practical work experience in human resources or related fields
