JOB DESCRIPTION

The Role

The successful candidate will oversee and lead a team of Engineer (Electrical & Instrument) Onshore QC Engineers and Designers for large-scale Oil & Gas projects. This role requires a strong procurement background, ensuring seamless quality control processes and compliance with industry standards.

Key Objectives:

  • Oversee the design, development, and implementation of instrumentation and electrical control systems, ensuring timely and cost-effective project delivery.
  • Develop detailed design specifications, select appropriate systems, and ensure adherence to industry standards and safety protocols.
  • Provide technical guidance to the engineering team, conduct reviews, and ensure system reliability and efficiency.
  • Coordinate with vendors, clients, and multidisciplinary teams to maintain seamless integration and quality control.
  • Lead testing and commissioning plans, ensuring proper calibration and optimal functionality of equipment.

RESPONSIBILITIES

Key Accountabilities & Responsibilities:

  • 10+ years of experience in Procurement Quality Management, specializing in Engineer (Electrical & Instrument).
  • Active participation in the selection and approval of vendors and subcontractors.
  • Overseeing procurement quality management, ensuring compliance with standards and industry best practices.
  • Inspection & test planning and execution management.
  • Criticality rating assessments for procurement processes.
  • Managing vendor/subcontractor inspections, audits, and non-conformance (NC) resolution.
  • Defining and monitoring Procurement Quality Objectives & KPIs for continuous improvement.
  • Evaluating vendor & subcontractor performance through analysis and assessments.
  • Controlling procurement documents and records, ensuring accuracy and traceability.
  • Conducting technical bid evaluations, handling technical queries, and managing change requests effectively.
  • Liaising with Third-Party Inspection Agencies for compliance assurance.
  • Reporting procurement quality performance, providing insights for process optimization.
  • Reviewing & approving vendor/subcontractor documentation, ensuring alignment with project requirements.
  • Ensuring compliance with project codes, standards, specifications, and any special requirements.

Leadership Skill:

  • Lead and mentor a team of QC engineers and designers, serving as the primary point of contact for all QC engineering matters.
  • Identify technical issues, evaluate multiple solutions, and recommend the best course of action through technical queries and deviations.
  • Delegate tasks efficiently, provide clear guidance, and ensure effective project execution.
  • Develop and manage project schedules, ensuring adherence to timelines and budget, and monitoring QC deliverables.
  • Collaborate with project managers, procurement teams, construction personnel, and multidisciplinary engineering teams to create integrated design solutions.
  • Ensure the accuracy, completeness, and compliance of all deliverables with quality standards and specifications.
  • Exhibit exceptional organizational, interpersonal, and problem-solving skills, along with strong analytical and initiative-driven capabilities.
  • Inspire, coach, and motivate teams independently, fostering engineering competence, team synergy, and a culture of ownership and responsibility.
  • Deliver high-quality, accurate, and timely QC engineering solutions, ensuring technical excellence and reliability in procurement-related quality control.
  • Identify key project milestones, ensuring timely submission of deliverables within the allocated budgeted man-hours.

QUALIFICATIONS

Skills And Qualification

Expected:

  • Bachelor's Degree in Mechanical Engineering or a related field.
  • At least 10 years of experience in Oil & Gas projects Design from Conceptual stage to Detailed Design Stage.
  • Minimum of 3 years' experience in Senior Engineer position for a Major Greenfield/Brownfield Project FEED/Detailed Design.
  • Proven experience in selecting instrumentation and control equipment, developing control strategies, and preparing specifications.
  • Preferred candidates have expertise in control system design, including control loop design, field instrumentation (sensors, transmitters, actuators), and communication protocols (e.g., Modbus, Profibus, Foundation Fieldbus).
  • Experience in managing a team of 50+ engineers and Designers
  • Experience in coordination of the satellite office teams and managing the productivity and quality
  • Hands-on experience in industry software, such as In tools, Conval, SPI, 3D Model Review Tools (SPR & Navis Works), MS Office Suite, etc.
  • Must be self-motivated, results-oriented, multi-tasking and be flexible to work well under tight schedules in a fast-paced multi-disciplinary team environment
  • Able to communicate in English both verbally and in writing with other disciplines & multinational work forces in an effective manner
  • Knowledge of engineering work planning and control methods, inter-discipline coordination.
  • Knowledge of related construction practices and the economics involved.
