General Description of Role and Responsibilities:
- Monitor the implementation of the HSSE Management System for the Project, ensuring compliance with Client Requirements, Hill Policies, International Standards, and Industry best practices.
- Conduct detailed audits periodically to assess compliance with HSSE systems, procedures, and activities.
- Interact regularly with Contractors, Consultants, and other Stakeholders' HSSE Representatives to assess and report on site activities, HSSE issues, and performance trends.
HSSE Specific:
- Assist in developing the project-wide HSSE strategy, including safety incentive plans to be implemented across the Project.
- Ensure Contractors' HSSE programs and Construction Environmental Management Plans (CEMP) are in place, reviewed, and approved for conformance with policies and regulations.
- Develop and communicate HSSE KPIs, and review them periodically to assess performance.
- Implement HSSE programs to promote safety and environmental compliance, including waste management, inductions, training, and awareness campaigns.
- Assist in developing reward schemes to promote safety culture and implement initiatives targeting high-risk activities.
- Ensure review of Method Statements, Risk Assessments, and Work Plans by the LDC, ensuring no activity proceeds without approval.
- Participate in establishing reporting programs, collecting reports, maintaining records, and conducting audits to verify record accuracy.
- Oversee the management of HSSE data and reporting in the Monthly Project Report, including performance status and compliance.
- Ensure timely reporting to authorities as per statutory requirements and permits.
- Supervise scheduled inspections and audits, and issue HSSE notices such as HINs or SWNs.
- Ensure Emergency and Incident Response Plans are in place, and First Aid Facilities are available.
- Manage incident investigations and ensure effective incident management and reporting.
- Coordinate HSSE forums, training, awareness campaigns, and safety alerts with various stakeholders.
- Oversee HSSE management of project offices, including fire safety, drills, inspections, and first aid.
- Manage HSSE logistics, security, traffic, and environmental monitoring activities.
Qualifications, Experience, Knowledge, and Skills:
- 15 years of experience in the health and safety field.
- Strong technical/engineering knowledge.
- Proficiency in English and MS Office.
- Good understanding of local HSE regulations and procedures.
- At least 3 years of relevant experience as an Engineer with an EHS-related master's degree, or
- At least 4 years of relevant experience with an EHS-related bachelor's degree, or NEBOSH Diploma.
- At least 5 years of relevant experience with a Post-Secondary EHS Qualification (NVQ level 4/5).
- Practitioners should have OSHAD-OSHMS Practitioner A Grade or B, and lead auditor qualifications for ISO 14001, 18001, and 45001 standards.
