General Description of Role and Responsibilities
Responsible for monitoring the implementation of the Quality and HSSE Management System for the Project in compliance with the Client Requirements, Hill Corporate policies, International Standards, and Industry best practices.
- Audit and Compliance: Periodically conducts detailed audits to assess compliance with QA and HSSE systems, procedures, and activities. Regularly interacts with the Client Project Management Team, Project Stakeholders, and Quality Representatives to report on site activities, issues, and performance trends. Provides input to the Client on project performance metrics and system improvements.
- QA Responsibilities:
- Establish and implement QA/QC procedures in conjunction with LDC and other Consultants.
- Ensure implementation of a computerized inspection and test management system.
- Monitor Contractor and Consultant activities to ensure quality procedures are followed.
- Conduct audits of QA/QC systems quarterly.
- Observe quality activities, issue NCRs, and follow up on corrective actions.
- Ensure Contractors' quality management systems are aligned and approved.
- Propose corrections for non-compliant work and supervise their implementation.
- Ensure monthly Quality Reports are issued by the LDC and Consultants.
- HSSE Responsibilities:
- Develop a project-wide HSSE strategy, including safety incentive plans.
- Review and approve Contractors' HSSE programs and CEMPs.
- Develop HSSE KPIs, communicate, and review periodically.
- Implement HSSE programs promoting safety and environmental awareness.
- Develop reward schemes and initiatives for high-risk activities.
- Review Contractors' Method Statements, Risk Assessments, and Work Plans.
- Manage HSSE data collection, reporting, and audits.
- Ensure compliance with statutory HSSE reporting requirements.
- Oversee HSSE incident management, investigations, and emergency plans.
- Coordinate HSSE forums, training, awareness campaigns, and safety alerts.
- Manage HSSE logistics, including security, fire safety, and environmental monitoring.
