Job Description
To lead and oversee the planning, execution, and successful delivery of multiple infrastructure construction projects across various locations in the UAE. These may include roads and highways, bridges, utilities, water networks, district cooling, waste management, or public transport-related civil works. The Construction Director provides strategic leadership, manages project teams, coordinates with regulatory and utility authorities, and ensures projects are delivered safely, on time, within budget, and in accordance with health, safety, quality, and environmental standards.
Strategic and Operational Oversight
- Lead the end-to-end construction delivery of complex, large-scale infrastructure projects executed concurrently.
- Translate the company’s vision into executable strategies aligned with national infrastructure goals and regional masterplans.
- Ensure close coordination between design, engineering, procurement, and construction execution phases, particularly where third-party approvals and utility diversions are required.
Project Leadership & Performance Management
- Oversee project managers, site managers, and infrastructure engineers across multiple sites.
- Establish and monitor KPIs related to time, cost, quality, and HSE for all infrastructure works.
- Conduct regular field inspections, progress reviews, and technical audits of works in progress.
Stakeholder & Authority Management
- Liaise with internal departments (design, commercial, procurement, legal) and external stakeholders including clients, consultants, contractors, and UAE authorities such as ADM, RTA, DEWA, ADDC, ADSSC, DDA, or municipalities.
- Secure required NOCs and construction permits in collaboration with PROs and design teams.
- Resolve escalated issues related to regulatory approvals, community interfaces, and environmental compliance.
- Review and approved the comparison sheets upon receiving quotations from procurement.
Logistics Coordination
- Arrange all the required logistics for the site use.
- Liaise with stakeholders in handover stage of the projects to issue the TOC
Budget & Cost Control
- Lead cost control measures across projects and ensure adherence to approved budgets.
- Review and approve project variations, contractor claims, and contractual entitlements.
- Implement cost-saving measures and track earned value metrics for infrastructure milestones.
Health, Safety, Environment & Quality (HSEQ)
- Promote a safety-first culture, ensuring full compliance with UAE labour laws and local/international HSE requirements.
- Ensure environmental controls and sustainable construction practices are adopted on all infrastructure sites.
- Enforce strict quality control processes, particularly for utility works, asphalt laying, and underground networks.
- Build and mentor a high-performing infrastructure construction team with the technical competencies to handle complex and multidisciplinary projects.
- Support training, certification, and professional growth aligned with future infrastructure trends (e.g., smart cities, green infrastructure).
Desired Candidate Profile
- Bachelor’s degree in Civil Engineering or Infrastructure/Construction Management (Master’s preferred).
- Minimum 15 years of progressive experience in infrastructure project delivery, including at least 5 years in a director-level leadership role.
- Demonstrated success in managing major UAE or GCC infrastructure projects valued at AED 100M+, involving roads, utilities, transport, or public works.
- Strong knowledge of UAE regulations, permitting processes, and utility coordination procedures.
Key Skills and Competencies
- Strategic leadership with deep technical knowledge of infrastructure works.
- Familiarity with authority processes (RTA, ADM, DEWA, ADDC, etc.).
- Expertise in large-scale civil works, infrastructure sequencing, and stakeholder management.
- High commercial acumen with experience in FIDIC-based contracts and claims management.
- Proficiency in project management tools (Primavera P6, MS Project) and engineering software (e.g., AutoCAD Civil 3D is a plus).
- Excellent communication and negotiation skills with public and private sector entities.
Preferred Certifications
- PMP, RICS, or similar certification related to project or cost management.
- NEBOSH or IOSH certification (for health and safety leadership).
- UAE Society of Engineers membership (advantageous).
