Job description

NAS Gardens is a residential development and is an ongoing development zone for the next 10 years.

Responsibilities
  1. Provide management and practical support to the Shamal Development Team regarding NAS Gardens management, resources, development opportunities, controls, income streams, legislative requirements, obligations, environment, and related areas.
  2. Monitor resident/guest movement and identify NAS Gardens needs, ensuring expectations are met with appropriate standards.
  3. Coordinate construction logistics with community living considerations.
  4. Ensure environmental issues are addressed and compliance with Dubai initiatives, legislation, and standards is maintained.
  5. Oversee NAS Gardens development, business initiatives, management processes, and controls.
  6. Manage strategic relationships for NAS Gardens service provision.
  7. Ensure service delivery standards and procedures are followed across TFM services, cleaning, waste management, pest control, infrastructure, landscape, etc.
  8. Coordinate with external stakeholders such as Police, Civil Defense, RTA, DHRE, DCM, and RERA.
  9. Prepare for emergencies and disaster management.
  10. Develop and implement HSE regimes.
  11. Oversee development logistics, review community and parking rules, and traffic systems.
  12. Maintain community management relationships with stakeholders.
  13. Identify revenue-generating opportunities.
  14. Manage budgets effectively.
  15. Ensure compliance of third parties and contractors with regulatory requirements and Shamal policies, including issuing violation reports and escalating issues as needed.
  16. Manage No Objection Certificate applications and approvals for NAS Gardens.
  17. Conduct daily meetings with DHRE and contractors to manage construction logistics.
  18. Manage asset handovers, condition surveys, DLP processes, and documentation, including testing, commissioning, and training.
  19. Coordinate deep cleaning post-handover, ensure asset lists, PPM schedules, and legislative requirements are met, and assist with snagging and defect management.
  20. Coordinate NAS Gardens events, liaising with contractors and DHRE to ensure safety and success.
  21. Manage relationships with stakeholders, government authorities, service providers, and others to support NAS Gardens development and operations.
  22. Monitor service delivery quality and compliance with contractual and legal obligations.
  23. Promote innovation, leadership, and stakeholder engagement for service improvements.
  24. Advise Shamal on management issues, stakeholder engagement, and policy development.
  25. Handle concerns and complaints related to NAS Gardens development and services.
  26. Build and maintain networks with government agencies and stakeholders to support development projects and asset management.
  27. Engage with internal stakeholders, including community and building management committees, to align projects with community needs and maintain engagement.
Qualifications
  • Bachelor's degree in engineering, facilities management, business management, or a related field preferred; certification in community management is a plus.
  • 10+ years of progressively responsible experience.
  • Experience in project management, delivering projects on budget and schedule.
  • Proficiency in procurement, negotiation, and external contract management.
  • Good knowledge of MEP, construction, and infrastructure hand-over logistics.
