Managing all aspects of seagoing personnel administration, including:
Ensuring that each vessel is manned with qualified, medically fit, and experienced seafarers and supervising the application of the STCW convention onboard.
Managing the selection and recruitment of all seafarers, directly or through manning agents, in accordance with the SMS procedures.
Controlling briefing, interviewing, screening, and hiring for all seagoing personnel.
Maintaining the Seafarers database and monitoring available ex-seafarers, scheduling deployment, anticipating future Company’s needs for recruitment, and informing the V-Chairman on manpower planning and employment problems.
Maintaining personal, medical, and training records and certification details of all personnel.
Responsible for inputs to budgeting/Rolling forecast covering Daily Running Costs for the vessels.
Effectively managing a diverse seafarers pool to ensure a sustainable manning factor.
Preparing time sheets/salary sheets for all seafarers in coordination with the finance department.
Accomplishing management and organization mission by completing related results and assignments as needed.
Supervising the implementation of Seafarers department procedures as planned and executed by his department staff.
Checking application forms and previous Company's records for each seagoing personnel prior to engagement and dealing with the same after engagement.
Verifying that the qualifications and experience of new recruits are genuine.
Ensuring the control/monitoring of documents and certificates of embarking seagoing personnel.
Managing immediate medical assistance to the shipboard personnel.
Reviewing information on the performance of all seagoing personnel and making suggestions on their promotion, after consultation with V.Chairman.
Implementing salary, pension, and welfare schemes in condition and approval of V.Chairman.
Keeping aware of manning developments including the requirements of ILO/MLC, Flag Administration, Seamen’s union and representative bodies, shipowners’ unions, and employment associations.
Conducting briefing and orientation on company policy to newly joiners/re-joiners’ seafarers.
Desired Candidate Profile
A Bachelor's Degree in Business or a marine-related Degree will be an advantage.
Minimum of 5 years in the marine and offshore industry as a crewing officer.
Strong knowledge of maritime and compliance requirements.
Excellent organisational and problem-solving abilities, with a proactive approach to managing crises and emergencies.
Good leadership and people management skills.
Preferably with experience in developing and managing crewing budgets.
Sound understanding of financial management principles.
Coordinating and implementing plans, policies, and procedures in support of organisational strategic objectives.
