Expected Qualifications and Skills:
  1. Bachelor's Degree in relevant engineering (Mechanical, Electrical, Civil, Environmental, Chemical, IT, Computer, Software, Electronic, etc.) or equivalent from an accredited university, with a minimum of ten years of relevant experience in the Oil & Gas or Petrochemical industry, including at least five years in the GCC region.
  2. Ability to develop negotiation strategies and lead negotiations.
  3. Good knowledge of project procurement processes from start to finish.
  4. Understanding of the Oil and Gas supply chain or related supply chains.
  5. Experience overseeing the development and implementation of procurement procedures aligned with project requirements and industry standards.
  6. Ownership of the Project Procurement Execution Plan, with regular updates based on project milestones and changes.
  7. Effective collaboration with licensors, clients, and adherence to confidentiality agreements.
  8. Maintenance of comprehensive Project Supplier Lists relevant to project needs.
  9. Accurate input of progress data into the Material Management System.
  10. Development of contacts with suppliers' personnel, maintaining ethical standards and corporate policies.
  11. Upholding a professional reputation through adherence to a code of conduct and business ethics.
  12. Monitoring the materials supply situation, including sourcing, pricing, and delivery status.
  13. Providing insights into price and delivery trends upon request.
  14. Coordination of spare parts activities as per the Procurement Execution Plan.
  15. Management and support of supply chain activities, ensuring compliance with policies and procedures.
  16. Responsibility for the setup and delivery of project supply chain processes and activities.
  17. Preparation and issuance of project-specific procurement and contracting strategies.
  18. Establishment and management of the project/procurement status report (PSR).
  19. Regular meetings with stakeholders to ensure delivery timelines are met.
  20. Facilitation of communication between engineering disciplines, vendors, and stakeholders to optimize procurement execution.
  21. Collaboration with engineering, project management, and procurement teams to meet standards.
  22. Overseeing procurement activities, including negotiations with ADNOC-approved vendors and ensuring timely material delivery.
  23. Maintaining procurement schedules, conducting evaluations, and identifying cost-saving opportunities.
