We are seeking a strategic and experienced Senior Contracts and Procurement Engineer to join our team and oversee our contract and procurement operations.
Key Responsibilities
Pre-Award
Develop and approve Contract Management Plans as part of the tendering strategy.
Formulate and implement Tendering Strategies in line with Category Management principles.
Review scopes of work, recommend pricing structures, and prepare tender documents compliant with company policies.
Propose bidder lists and tender approaches based on contract scope, value, type, and timeline.
Draft and issue tender packages, administer tender processes, and ensure all necessary approvals are secured.
Coordinate and conduct Technical and Commercial Evaluations.
Secure Tender Committee and Major Procurement Committee approvals for awards.
Register and open bids, issue clarifications, and manage all bid-related correspondence.
Post-Award
Administer contracts in alignment with approved Contract Management Plans.
Draft Letters of Award and Letters of Regret.
Manage claims, variations, and time extensions, providing recommendations based on contract entitlements.
Develop and issue Contract Amendments, support internal stakeholders in raising Call-Out Orders.
Maintain meticulous contract documentation — both digital and physical records.
Obtain project feedback to drive improvements in future contract strategies.
Procurement & Supplier Engagement
Manage procurement of materials, goods, and services within assigned categories.
Conduct vendor prequalifications and maintain an up-to-date vendor database.
Establish and monitor KPIs and SLAs to track supplier performance through regular reviews.
Continuously gather and apply market intelligence to enhance procurement outcomes.
Team Collaboration & Leadership
Collaborate cross-functionally with Project Teams and Internal Stakeholders to ensure alignment and effective contract execution.
Support technical teams in establishing evaluation criteria and performing bid evaluations.
Provide guidance, support, and training to junior C&P team members.
Champion the enforcement of company HSE (Health, Safety, Environment) and quality standards in all contracting activities.
Key Requirements
Bachelor’s degree in economics, Supply Chain Management, Law, Engineering, or a related field (required)
Master’s Degree or relevant professional certifications (preferred)
MCIPS (Level 4 or 5)
PMP certification
Proven experience in executing Pre & Post Award Contract Management for high-value, complex Oil & Gas projects
Hands-on experience across onshore/offshore drilling, seismic surveys, construction, and EPC contracts
Extensive involvement in Project Controls functions including Cost Control and Planning
Strong background in claims review, analysis, and resolution for complex contracts
Excellent written and verbal communication skills in English
Superior analytical skills with a keen attention to detail
