Job description

Responsibilities and Duties

  1. Lead the CBDFS Financial Crime Compliance Function to identify, mitigate, and prevent Financial Crime risks.
  2. Review new policies and procedures for the CBDFS departments, including operations, brokerage, and customer services.
  3. Identify weaknesses and threats, and implement necessary corrections.
  4. Ensure obligations are met with SCA Regulations and UAE Financial Markets rules for assured compliance.
  5. Develop and implement the CBDFS compliance framework, including Anti-Money Laundering, Counter-Terrorist Financing, Sanctions, KYC, and ABC policies and procedures.
  6. Conduct regular gap assessments to evaluate the effectiveness of the CBDFS compliance framework with group policies and procedures, and remediate gaps.
  7. Perform gap assessments of SCA regulations against CBDFS controls and address identified gaps.
  8. Verify compliance with rules, regulations, circulars, and standards for SCA, DFM, and ADX, managing inspections efficiently.
  9. Develop inspection matrices, set timelines, allocate requirements, perform assessments, and follow up with stakeholders.
  10. Provide compliance advice, opinions, and recommendations in all regulatory compliance aspects, including money laundering.
  11. Report deviations from regulatory requirements and update policies and procedures accordingly.
  12. Report issues related to reputational risk, credit risk, market risk, and operational risk, and implement mitigation controls.
  13. Prepare checklists for departments to ensure proper application of CBDFS and SCA roles.
  14. Implement the Compliance Self Risk Assessment (CRSA) across departments, analyze reports, and submit findings to the Group Chief Compliance Officer.
  15. Manage and monitor Margin Trading Clients program and governance functions.
  16. Report control and compliance issues to management and the Group Chief Compliance Officer, including examination reports and recommendations.
  17. Support policy and procedure writing to ensure compliance with SCA Rules and Regulations.
  18. Assist in Sanction Compliance Training, including presentations, delivery, and record maintenance.
  19. Collaborate with other departments to investigate and resolve compliance issues.
  20. Ensure no fines are incurred by safeguarding compliance with all relevant rules and regulations.
  21. Ensure CBDFS activities comply with sanctions laws and regulations, both domestic and international.
  22. Provide assurance that sanctions controls are embedded within banking processes to prevent breaches.
  23. Review and investigate breaches, discrepancies, and irregular activities, and recommend corrective actions.
  24. Manage sanctions list integrity for payment screening systems to prevent dealings with sanctioned entities.
  25. Apply SCA, DFM, and ADX regulatory requirements from all relevant perspectives.

Qualifications

  • Bachelor's degree or equivalent in Finance or Administration.
  • Professional certification in AML and Compliance.
  • Good knowledge of compliance functions, planning, and risk management.
  • Experience in banking, compliance, risk management, or related areas; audit and legal background is a plus.
  • Strong knowledge of SCA, DFM, Nasdaq Dubai regulations and rules.
  • Understanding of international compliance and governance standards.
  • Experience with brokerage products, policies, and procedures.
  • Excellent communication and presentation skills.
  • Fluent in English and Arabic.
  • Minimum 10 years of experience in banking or financial services sector.
  • Skills in planning, organizing, and report writing.
