Responsibilities :

1. Implement and adhere to AtkinsRéalis internal HSE management systems and procedures for the PMC team.
2. Ensure project HSE requirements are followed and enforced among the AtkinsRéalis team.
3. Monitor staff compliance with safety standards and procedures, reporting violations to the Project Manager.
4. Assess and report on HSE compliance of Contractors and Subcontractors, ensuring adherence to contractual and legislative requirements.
5. Highlight critical safety issues to the AtkinsRéalis Project Manager for prompt action.
6. Conduct safety training sessions for staff.
7. Perform daily site safety tours and document findings.
8. Issue Safety Enforcement Notices as per procedures.
9. Follow up on HSE issues with Contractors to ensure timely resolution.
10. Review and comment on Contractors' HSE plans, risk assessments, and work method statements.
11. Develop and update HSE documentation, including safety plans and risk assessments.
12. Investigate accidents and incidents involving AtkinsRéalis staff and compile reports.
13. Lead weekly safety meetings, documenting minutes and reporting safety issues.
14. Maintain HSE registers and reports related to training, incidents, inspections, etc.
15. Report accidents immediately to the relevant managers.
16. Coordinate with the HSE Manager for advice and major safety issues.
17. Monitor compliance with UAE HSSE legislation and Contractor HSE plans.
18. Liaise with all project stakeholders on safety matters.
19. Prepare safety reports for internal and external stakeholders.
20. Ensure safety measures for staff are in place and provide necessary training.
21. Mentor and coordinate safety activities within the team.
22. Conduct inductions for new staff.

Project Interface :

1. Report HSE concerns to the AtkinsRéalis PM/RE.
2. Support the implementation of HSE management systems and audits.
3. Coordinate and resolve HSE issues with the project team.
4. Analyze HSE trends and recommend improvements.
5. Assist in closing out HSE issues and preparing weekly and monthly reports.
6. Lead and coordinate weekly HSE meetings and mentor staff.

Client Interface :

1. Provide HSE reports and recommendations as required by the client.
2. Attend client meetings related to HSE.

Contractor Interface :

1. Inspect sites daily with HSE teams to identify hazards and control risks.
2. Report inspection findings and conduct safety meetings.

Design Office Interface :

1. Identify HSE risks related to design issues and escalate appropriately.

Functional Duties :

1. Take responsibility for HSE works on the project.
2. Monitor contractor performance and address safety concerns.
3. Review and implement HSE procedures and plans.
4. Address safety issues proactively.

Administrative Duties :

1. Maintain HSE documentation and assist with audits.
2. Coordinate leave requests and prepare HSE reports.

Qualifications & Certifications :

1. 15+ years of relevant experience.
2. Minimum HSE qualifications with NEBOSH Diploma / IGC.
3. Bachelor's degree in Civil or Mechanical Engineering.
4. Lead auditor course (ISO45001 and ISO14001).
5. OSHAD / ADOSH certification.
6. Membership in IIRSM / IOSH preferred.
7. Based in Abu Dhabi with prior UAE experience in a similar role.
