Overview

We are seeking an accomplished investment professional to establish and lead a newly created Public Markets vertical for a globally oriented institutional investment fund based in the UAE. This role presents a rare opportunity to build a public markets platform from inception—starting with direct responsibility for a $100 million portfolio, and the mandate to scale it to over $1.5 billion over time, subject to performance.

Initially operating as a solo contributor, the selected candidate will be fully accountable for portfolio strategy, construction, and manager oversight. Upon demonstrating success, the individual will be empowered to expand the team to three professionals, creating a high-impact public markets function integrated into a broader, multi-asset institutional portfolio.

This is a strategically important position, offering both autonomy and visibility, with direct reporting to the Chief Investment Officer and collaboration with peers leading private equity, infrastructure, and other alternative asset classes.

Key Responsibilities

Public Markets Strategy & Vertical Leadership

• Define and implement the long-term strategy for public market investments across asset classes, aligned with the institution’s overall objectives, liquidity needs, and risk framework.
• Act as the founding leader of the new vertical, building governance, operating procedures, and long-term goals from the ground up.
• Collaborate with the CIO and other asset class leads to integrate public market exposures into the fund’s multi-asset allocation framework.
• Design and manage a global public markets portfolio comprising equities, fixed income, ETFs, and liquid alternatives.
• Set strategic asset allocation targets, return expectations, and dynamic positioning in response to market and macroeconomic trends.
• Establish performance benchmarks and risk-adjusted return goals to guide and assess investment activity.

External Manager Selection & Oversight

• Lead sourcing, due diligence, and onboarding of external investment managers across geographies and public market strategies.
• Negotiate mandates and fee arrangements with a focus on cost-efficiency, alignment, and transparency.
• Continuously monitor manager performance, execute changes when needed, and ensure adherence to institutional standards.
• Operate independently at inception, with future authority to scale the team to 3 professionals as the platform grows.
• Partner with internal risk, compliance, and operations teams to ensure seamless execution and alignment.
• Promote a high-performance culture built on accountability, innovation, and integrity.
• Oversee risk controls across liquidity, market, and operational dimensions.
• Ensure full compliance with internal investment policies, regulatory requirements, and global best practices.

Stakeholder Communication & Reporting

• Deliver high-quality insights, portfolio updates, and market commentary to the CIO, investment committee, and other stakeholders.
• Represent the public markets function in engagements with institutional partners, advisors, and where relevant, external regulatory or sovereign entities.

Candidate Profile

Experience & Background

• 10 years of investment experience in public markets within an institutional environment (e.g., sovereign wealth fund, pension fund, endowment, or global asset manager).
• Strong track record in portfolio construction, asset allocation, and manager selection across multiple public market asset classes.
• Demonstrated ability to launch and scale investment functions, with end-to-end ownership and process development.

Technical & Strategic Skillset

• Deep knowledge of global financial markets, economic indicators, and listed asset strategies.
• Familiarity with asset allocation models, portfolio optimization, and risk-adjusted return frameworks.
• Priority given to candidates with experience in multi-asset portfolios and working with external investment managers.

Leadership & Communication

• Strategic thinker with the ability to operate independently while influencing senior leadership and investment committees.
• Clear, persuasive communicator able to articulate investment rationale to both technical and non-technical stakeholders.
• Proven relationship management skills with external managers, consultants, and internal collaborators.

Education

• Advanced degree (MBA, CFA, Master’s in Finance / Economics or related field) required.
• Fluency in English required; Arabic is a plus but not essential.
