Job Summary
An experienced Senior HSE Engineer is required to join a long-term ADNOC project in the UAE. The successful candidate will be responsible for ensuring compliance with health, safety, and environmental regulations, implementing HSE management systems, and promoting a strong safety culture across the project. The role involves risk assessment, incident investigation, audits, and training to maintain the highest HSE standards.
Key Responsibilities
1. HSE Management & Compliance
- Ensure compliance with ADNOC, UAE regulatory, and international HSE standards (e.g., OSHA, ISO 45001, ISO 14001).
- Develop, implement, and monitor HSE policies, procedures, and guidelines for the project.
- Conduct HSE audits, inspections, and risk assessments to identify hazards and ensure corrective actions.
- Review and approve method statements, risk assessments (JSA/HIRA), and permit-to-work (PTW) systems.
2. Incident Prevention & Investigation- Lead incident investigations (near-misses, accidents, spills) using root cause analysis (RCA) and recommend preventive measures.
- Maintain HSE incident records and report to ADNOC and regulatory authorities as required.
- Implement emergency response plans and conduct drills.
3. Training & Awareness- Conduct HSE inductions, toolbox talks, and specialized training for employees and contractors.
- Promote behavioral safety programs and a proactive safety culture.
- Ensure all personnel are aware of HSE requirements, PPE usage, and safe work practices.
4. Environmental & Occupational Health- Monitor waste management, emissions, and pollution control in line with ADNOC and UAE environmental laws.
- Ensure proper chemical handling, hazardous material management, and industrial hygiene practices.
- Oversee ergonomic assessments and occupational health programs.
5. Contractor & Stakeholder Coordination- Liaise with ADNOC, contractors, and subcontractors to ensure HSE compliance.
- Participate in HSE meetings, client reviews, and regulatory inspections.
- Review contractor HSE performance and enforce corrective actions.
6. Reporting & Documentation- Prepare daily, weekly, and monthly HSE reports for project management and ADNOC.
- Maintain HSE documentation, permits, and legal compliance records.
- Track HSE KPIs (LTIFR, TRIR, near-misses) and recommend improvements.
Qualifications & Experience- Bachelor s degree in Engineering, Occupational Health & Safety, or related field.
- NEBOSH Diploma / IOSH / OSHA certification (mandatory).
- ADNOC approval (preferred) or previous ADNOC project experience.
- Minimum 7+ years of HSE experience in oil & gas, petrochemical, or construction projects.
- Strong knowledge of HSE laws, ADNOC CoPs, and international standards.
- Proficiency in HSE software, data analysis, and reporting tools.
- Excellent communication, leadership, and problem-solving skills.
