General Description of Role and Responsibilities:
- Monitor the implementation of the HSSE Management System for the Project, ensuring compliance with Client Requirements, Hill policies, International Standards, and industry best practices.
- Conduct detailed audits periodically to assess compliance with HSSE systems, procedures, and activities.
- Interact regularly with Contractors, Consultants, and other Stakeholders' HSSE Representatives to assess site activities, HSSE issues, and performance trends.
HSSE Specific:
- Assist in developing the project-wide HSSE strategy, including safety incentive plans for Contractors and LDCs.
- Ensure Contractors' HSSE programs and Construction Environmental Management Plans are in place, reviewed, and approved for conformance with policies and standards.
- Develop HSSE KPIs, communicate to relevant parties, and review periodically to evaluate performance.
- Implement PMC’s HSSE program to promote safety culture, environmental compliance, and awareness, including waste management, training, and safety alerts.
- Assist in developing reward schemes to foster a positive safety culture and address high-risk activities.
- Ensure review and approval of Method Statements, Risk Assessments, and Work Plans before activity commencement.
- Participate in establishing reporting and audit programs to monitor HSSE performance and recordkeeping.
- Oversee data management and reporting on HSSE performance in project reports and to authorities.
- Ensure timely submission of reports to authorities as per statutory requirements.
- Oversee inspections and audits of Contractors, issuing HSSE Improvement Notices or Stop Work Notices as needed.
- Ensure Emergency and Incident Response Plans are in place, and First Aid Facilities are available.
- Manage incident investigations and oversee incident management processes.
- Coordinate with construction teams and MODON on HSSE forums, training, and safety alerts.
- Supervise HSSE management of project offices, logistics, and environmental monitoring.
Qualifications, Experience, Knowledge, and Skills:
- 15+ years of experience in the health and safety field.
- Strong technical/engineering knowledge.
- Proficiency in English and MS Office.
- Good understanding of local HSE regulations and procedures.
- Relevant work experience as an Engineer, with specific qualifications such as a master's degree in EHS, or a bachelor's degree with EHS experience, or NEBOSH Diploma.
- Practitioners should hold OSHAD-OSHMS Practitioner A Grade or B and lead auditor certifications for ISO 14001, 18001, and 45001.
