Job Purpose and Accountability:
The HSE Manager will be responsible for planning, directing, coordinating, controlling, and advising on all Safety, Health, Environmental, and Business Continuity Management (BCM) aspects to protect the company's business, personnel, property, and the environment.

Key Responsibilities and Authority:
- Manage the Company IMS policy and system, ensuring effective implementation through programs and monitoring systems.
- Ensure IMS compliance with ISO9001:2015, ISO14001:2015, and BS OHSAS18001:2007 standards.
- Communicate IMS requirements across all organizational levels; liaise with management to develop station objectives and KPIs.
- Plan, direct, and coordinate activities of the HSE Department personnel; exercise managerial and financial authority.
- Prepare and present budgets for approval, control expenditure, and justify variances.
- Provide technical HSE/BCM advice to management, keeping them updated on laws, standards, and regulations.
- Identify and coordinate legal compliance requirements with relevant departments.
- Conduct major audits to ensure IMS compliance and report on corrective actions.
- Conduct field visits to assess fire safety and ensure policy implementation.
- Supervise risk assessments, safety facilities, PPE, and manage Civil Defence inspections.
- Coordinate HSE training needs, approve training content, and evaluate training effectiveness.
- Investigate incidents, evaluate compliance, and implement remedial actions; lead root cause analysis.
- Monitor and measure quality, environmental, health & safety, and business continuity objectives.
- Handle non-conformances, corrective/preventive actions, and prepare reports for stakeholders.
- Conduct HSE/BCM meetings, drills, and exercises to test emergency response.
- Manage HSE Incentive Program, Safety Talks, and other initiatives to foster safety culture.
QHSE Responsibilities:
- Ensure adherence to all safety policies, procedures, and regulations.
- Review risk assessments regularly for work equipment and operations.
- Report and manage injuries, strains, or illnesses related to work.
- Participate in safety walks, inspections, drills, and safety programs.
- Maintain personal and team safety, avoiding actions that compromise safety.
BCM Responsibilities (as delegated):
- Contribute to response, resume, and recovery phases during crises.
- Conduct debriefings with ERT, monitor progress, and keep management informed.
Performance Indicators:
HSE Leading: Safety program management, FEDA submissions, close-out rates.
HSE Lagging: Zero fatalities, environmental incidents, medical cases, near-misses.
Quality: Successful audits and compliance.
Training: Effective training programs and BCM exercises.
Education & Experience:
Degree in Safety, Engineering, Business Management, or equivalent.
Minimum 10 years in thermal power plant operations or engineering, with 5 years in safety/environmental roles, and 3 years in leadership.
Knowledge of ISO standards, audit management, fluent English, and computer skills.
