Job Title: Senior Planning Engineer

Department: Engineering

About the job

The Senior Planning Engineer is responsible for tracking and reporting on all project stages, ensuring governance, and facilitating communication between the Engineering Office (EO), contractors, consultants, and the Project Management Office (PMO). The role focuses on overseeing project timelines, mitigating delays, evaluating progress reports, and ensuring compliance with established procedures, policies, and international standards such as ISO.

Key Responsibilities:

Project Initiation and Governance

  • Track pre-planning activities (feasibility, scope definition, initial budgeting) to prepare projects for formal approval and scheduling.
  • Develop and maintain Project Briefs and Charters that define the project’s purpose, objectives, scope, key deliverables and milestones.
  • Evaluate and recommend project planning and monitoring methodologies (e.g. scheduling techniques, earned value metrics) to improve oversight and control.
  • Coordinate implementation of Engineering Office processes and approval workflows in line with project governance standards.

Engineering Office (EO) Projects

  • Oversee the planning and progress of EO-managed and privately funded projects.
  • Review project schedules and periodic status reports at all stages, tracking performance metrics and variance.
  • Lead project status meetings and communicate regular updates to stakeholders, providing data-driven analysis and highlighting critical milestones.
  • Ensure clear information flow and timely reporting between project teams, management and other stakeholders.

Contractor and Consultant Management

  • Review and validate contractors’ and consultants’ baseline programs and periodic schedule updates for completeness and scope coverage.
  • Analyze schedule variances and delays to identify causes; work with teams to develop and implement mitigation strategies.
  • Evaluate time-extension (EOT) claims against contract provisions (noting that EOTs are granted for delays beyond the contractor’s control.
  • Verify the accuracy of contractors’ progress reports and data – planners should “validate systems and accuracy as early as possible” in the reporting process

Documentation and Compliance

  • Maintain EO process documentation (templates, procedures, logs) and ensure it is current.
  • Ensure all project documentation (schedules, reports, change logs, etc.) complies with ISO quality standards and internal guidelines.
  • Implement Project Documentation/Data (PDD) compliance checks and support audits.
  • Produce and archive accurate reports and records so that project information is reliable and auditable.

Cost Management and ERP Integration

  • Integrate project schedules with cost control: align work breakdown elements to budget codes and ERP cost accounts.
  • Work with Finance to capture actual project costs in the ERP system and compare them to planned budgets modules to automatically track project costs and budget.
  • Perform Earned Value Management (EVM) analyses to compare budgeted vs. earned value and actual.
  • Provide regular financial reports and forecasts (cost variance, CPI, SPI, cost-to-complete) to project stakeholders, offering insight into budget status and cost performance.

Qualifications & Experience:

  • Bachelor’s degree in Civil Engineering or a related discipline (Master’s degree preferred)
  • 8–10 years of planning and project control experience in construction or engineering projects.
  • Proven expertise in evaluating project delays, cost management, and compliance with international standards.
  • Certification: PMP / Primavera P6 / CCP etc.
  • Technical Proficiency: Advanced skills in Primavera P6 and MS Project (for scheduling and resource analysis) experience with ERP/project accounting systems for cost tracking.
  • Standards & Governance: Strong knowledge of ISO project management/documentation standards (e.g. ISO 21500 guidance) and familiarity with formal project governance frameworks.
  • Analytical & Communication Skills: Excellent analytical and problem-solving abilities; outstanding verbal and written communication and reporting skills for conveying complex project information
