Job Purpose
Overall management of unit operation and administration / accountability during shift for the safety and security of the plant asset. The job entails overseeing a safe execution of the jobs and reliable / efficient operation without disruption to supply plan and to ensure maximization of product yields, while at the same time minimizing losses.
RSS in Day supports day to day operations of the business as well as prioritizes and manages the medium and long term needs of the operating area and collaborate with maintenance, reliability, inspection and HSE personnel to ensure that reliable operation/ safe site conditions are being maintained.
Principal Accountabilities
- RSS ensures the appropriate operations expectations, principles, roles and responsibilities are executed to deliver the shift plan and deliver excellence on 24/7 basis.
- RSS is responsible for achieving the production targets in accordance with prescribed daily plans, policies & procedures.
- During a shift, the shift supervisor directs and coordinates the operations of process units and utilities and oil& movements, all in accordance with standard operating procedures and good industry practices.
- Allocating operational jobs, as scheduled, to both the panel as well as the field operators, guiding them and coordinating with them all production and process control related activities and reviewing the documentation required for operation of plant. Ensures that the quality of effluent discharge meets all environmental regulations. Undertakes the commissioning and pre-commissioning of new projects, process plants as and when assigned.
- Approval of all hot work and other permits in the Refinery, and checking compliance with safety precautions and procedures and initiating all the necessary steps during an emergency for seamless shift operations.
- Conduct regular field training exercises for the operators thru Dubai Civil Defense(DCD) and ensures that they are adequately prepared for any emergency, including refinery fires and also assumes the role of incident SERT commander as per ICS command structure, and employs the SERT team in controlling emergencies. Enforces all the necessary EHS regulations, and policies while on the shift. Maintains high standards of discipline and strict adherence to procedures.
- Plans and executes timely certification of products to meet supply plan. Implement ESTC instruction with regard to transfer for imports/ exports/ pipeline transfers. Authorized signatory for all shipping documents for all export / transfers.
- Tracks and monitors ESD bypass/ trips to ensure compliance per procedure.
- Initiates the purchase of chemicals and catalyst required for the operating units, assist in preparations of annual budget requirements for effluent disposal etc.,
- Coordinates with all external parties EIL/ Civil Defense/ DUGAS/ DUSUP to ensure seamless operations in shifts.
- Reviews and implement all operating standards and procedures, participating in all Hazard Assessment, Hazop analysis and safety committee meetings.
- Initiating of necessary engineering modifications. Confirms the safety requirements of the operating lines / equipment for the completion of the engineering works before permit issuance. Assists in Turnaround shutdown planning and execution.
- Responsible for trouble shooting of equipment/ process issues when assigned in Day shift.
- Responsible for coordinating shift activities on 24/7 basis to moderate while taking up plant issues with other service department when assigned in Day.
- Responsible for developing new procedures, blind list preparation, participation in MS/ RS study while implementing minor projects, T & I shutdown planning etc., when assigned in Day.
- Liaise with maintenance for preventive / regular maintenance and effectively follows up all outstanding jobs to improve reliability of equipment.
- Responsible for safe shutdown and start up immediately after emergency shutdown.
- Bridge the communication gap between shifts when working on Day shift to improve shift productivity.
- Document shift operations in the form of LOG for improved communication between shift to improve productivity/ safe operations.
- Conduct formal annual performance reviews for shift team members.
Minimum Requirements
- A Degree in Chemical Engineering from recognized and reputed University.
- Minimum 15 years of varied experience in the operations of complex petroleum refinery in all process units including maintenance of equipment and handling of manpower, knowledge of health, safety & environmental standards & procedures in similar environments is a must.
- Experience of having handled emergencies as well as startup and shutdowns of process units is essential.
- Strong technical knowledge, analytical skills and strong administrative skills. Thorough understating of the refining process, numerical skills and high motivation with good interpersonal communication & organization skills.
- Computer knowledge in SAR & MS applications.
- Good knowledge of the safe work permit system.
- Respond to and directs all emergency response activities with fire & leaks, HAZ-MAT incidents & oil spill responses.
- Provides the required training for the SERT for fire, leak, rescue & HAZ-MAT accidents.
