Job description

EWEC (Emirates Water and Electricity Company) is the sole procurer and supplier of water and electricity in the emirate of Abu Dhabi. EWEC drives the planning, forecasting, purchasing, and system dispatch services of water and electricity. EWEC fulfills these vital responsibilities through the short-term and long-term balancing of bulk supply and demand for distribution companies and authorities in Abu Dhabi and other Emirates. EWEC is supporting the government of Abu Dhabi and the UAE by enabling cost reduction while providing increased security of supply from a cleaner, larger, and more integrated system.

EWEC is mandated to implement strategic initiatives to achieve the 60% clean energy target outlined in the Abu Dhabi Department of Energy's (DoE) Clean Energy Strategic Target 2035 for Electricity Production in Abu Dhabi. It also supports the UAE Water Security Strategy 2036, UAE Energy Strategy by 2050, and the UAE Net Zero by 2050 initiative. Job Summary:

The Project Development Manager manages EWEC's procurement of power generation and water desalination capacity, coordinating closely with Strategy and Planning to align with the Statement of Future Capacity and System Requirements. Responsibilities include managing the tendering process from start to contract award, collaborating with Engineering, Project Finance, and Contract Administration to ensure projects meet capacity, technical, and financial criteria.

Job Specific Responsibilities:
  1. Manage and oversee the tendering process, including:
  • Preselecting advisors and suppliers
  • Issuing Requests for Proposal (RFPs) with input from Legal
  • Conducting quality assurance of tender documents
  • Evaluating responses with Strategy, Engineering, and Contract Management
  • Preparing bidder clarification documents
  • Reviewing project finance viability and compliance
  • Recommending tender awards to the Tender Committee
  • Facilitating approval processes, including DoE approval
  • Awarding contracts and supporting post-contract technical support
  • Supporting financial close of projects
  • Coordinating with government entities for bid approvals and feasibility studies
  • Developing procurement assessment criteria
  • Building relationships with developers and technology providers
  • Reviewing environmental and social impact assessments
  • Representing EWEC in procurement negotiations
  • Ensuring site inspections for project origination and delivery
  • Capturing lessons learned for future procurement
  • Collaborating with internal teams for project improvement
  • Ensure all procurement activities align with strategic and technical standards.
  • Required Experience Level:
    • Minimum of 12 years in power generation and/or water desalination, including 2-4 years in a managerial role.
    • Experience in diverse/multicultural business environments, medium to large organizations, multinational companies, or the energy and utility sector.
