Job Requirements:
- Undergraduate engineering degree from a reputable university.
- Minimum 15 years of total experience, with at least 8 years GCC experience preferred.
- Experience in Enabling Reclamation, Infrastructure, Housing, and mixed-use projects.
- Client-side experience managing PMCs, LDCs, Cost Consultants, and other stakeholders.
- Strong experience in Project Control Management (PCM) of major capital projects.
- Pre-contract experience managing design and procurement activities.
- Excellent interpersonal, communication, reporting, and presentation skills.
- Ability to work independently with minimal supervision.
- Experience managing resources within the local Project Control team.
- Proven technical writing skills in English and experience developing project control processes and procedures.
- PMP or other professional certifications.
- Advanced proficiency in MS Office Suite.
- Experience with Primavera P6, ACONEX, and Oracle suite.
- Sound knowledge of project controls practices, including cost, risk, change management, and earned value management.
- Extensive knowledge of reporting practices, dashboards, and KPIs.
Roles and Responsibilities:
The Senior Project Controls Manager will be responsible for:
- Leading a team of planners and schedulers to establish baseline schedules.
- Evaluating current procedures to improve efficiency and resource management in procurement, change orders, document control, invoicing, project close-out, and dispute resolution.
- Monitoring and analyzing project performance data using qualitative and quantitative tools.
- Recommending and implementing process improvements to meet project milestones.
- Planning, coordinating, and monitoring project activities, including setting up Primavera P6 for program management.
- Reviewing and updating project management plans related to project controls.
- Supporting the preparation and maintenance of the master program.
- Analyzing data and schedules received from design teams, PMCs, and contractors.
- Collaborating with procurement, technical, and logistic teams to understand requirements and provide direction.
- Assisting in consultant selection and formal reporting on project progress.
- Reviewing contractual documents and suggesting planning-related amendments.
- Organizing planning workshops and meetings to resolve scheduling issues.
- Developing 'what-if' scenarios and analyzing claims and extension of time requests.
- Conducting benchmarking and recommending schedule acceleration strategies.
- Developing document control and communication systems for projects.
- Reviewing contractor schedules, analyzing delays, and preparing progress reports.
- Supporting risk assessment and mitigation planning.
- Monitoring compliance with contractual requirements during design, procurement, and construction phases.
- Providing schedule analysis and recommendations for projects in KSA to improve performance.
- Preparing and integrating master programs and program management plans.
- Establishing reporting protocols and analyzing contractor delay claims.
- Developing stakeholder management and communication plans.
