Job Title: NOC Engineer

We are hiring a skilled and experienced NOC Engineer to manage and process all No Objection Certificates (NOC) required for the successful execution of our civil and infrastructure projects across Dubai. These projects include road and footpath maintenance, bus shelters, building entry/exit access, and public parking developments. The ideal candidate will have extensive knowledge of local authority requirements and the ability to coordinate with all stakeholders to ensure permits and approvals are secured efficiently.

Responsibilities

1. Prepare, compile, and submit NOC applications to relevant authorities including:

• Dubai Municipality (DM)
• Roads and Transport Authority (RTA)
• Dubai Electricity & Water Authority (DEWA)
• Etisalat and Du
• Dubai Civil Defense
• Other relevant governmental departments

1. Coordinate with internal engineering and project teams to gather and review technical drawings, method statements, and documentation required for NOC submissions.
2. Manage and track all submissions to ensure timely approvals aligned with project schedules.
3. Follow up on pending applications and address any authority comments, rejections, or modification requests promptly.
4. Maintain positive relationships with government officials, consultants, and utility representatives to streamline the approval process.
5. Keep accurate logs and documentation of all NOC activities, approvals, and correspondence for each project.
6. Ensure compliance with all applicable Dubai regulations, guidelines, and safety standards.
7. Support the project team in planning construction works based on the status and validity of NOCs.
8. Attend coordination meetings with consultants, contractors, and government authorities as required.

Candidate Profile

• Bachelor’s Degree in Civil Engineering or a related field.
• Minimum 1–2 years of experience in the UAE construction sector, with a focus on NOC handling for infrastructure, roads, and public space projects.
• Experience with RTA procedures, DEWA approvals, telecom NOCs, and Dubai Municipality systems.
• Understanding of road design drawings, street furniture (bus shelters, signages), utilities interface, and right-of-way requirements.
• Strong organizational and communication skills.
• Familiarity with GIS-based systems and online authority portals (e.g., RTA ROW, DM e-NOC system).
• Proficiency in Microsoft Office and document management tools.
