Head of Projects - R&F GBU GCC (UAE, Oman, Qatar)

Main Objective

The main objective of the Head of Delivery GCC (UAE, Oman, Qatar) is to ensure the safe and effective delivery of construction, demolition, and extension projects. This includes overseeing handover from business development through to construction/demolition, commissioning, and resolving related issues. The role also supports O&M readiness and handover to Asset Management (Operations) to optimize risk and profitability.

Reporting Line

The Head of Project GCC reports hierarchically to the Managing Director GCC and functionally to the Head of Project Generation International. CEOs of companies with greenfield projects report to the Head of Project GCC, while construction directors in other projects report functionally to the same.

Key Health and Safety Accountabilities

• Ensure compliance with regional and national HSE laws, Engie Group Rules, and Generation International governance documents.
• Ensure Project Management Plans include H&S strategies, objectives, KPIs, and risk registers are maintained throughout the project lifecycle.
• Implement systems for recording, reporting, and analyzing safety incidents and near misses.
• Demonstrate leadership in HSE through visibility, management safety visits, and promoting a safety culture.

Key Accountabilities

• Manage recruitment and performance of project construction teams in coordination with MD GCC.
• Develop and review project risk registers regularly.
• Coordinate construction activities with Asset Management for brownfield or demolition projects.
• Monitor and guide project performance across GCC, ensuring compliance with group rules, HSE, CSR, and ethics.
• Apply and promote project management best practices and lessons learned.
• Develop stakeholder management plans and liaise with external partners.
• Coordinate project handovers, manage early project requirements, and oversee project reporting and governance meetings.

Qualifications / Experience

• Engineering background or equivalent.
• 20 years of experience, including 10 in construction and 5 in energy/water sectors.
• Proven leadership and resource management skills.
• Experience in GCC preferred.
• NEBOSH IGC 1 & 2 certification.

Business Understanding

• Knowledge of construction and service contracts, project financing, and risk management.
• Understanding of technical, commercial, contractual, and financial aspects of industrial projects.
• Experience with joint ventures and governance structures.
