About the Job:

A qualified and licensed person on board the ship who is not a member of the ship's crew and who brings local knowledge and maritime expertise to ensure safe, environmentally sound, reliable, and optimized transfer operations of oil and gas cargos between tanker ships and offshore terminal facilities. Responsible to supervise and monitor the terminal and ship's conditions prior to and during cargo transfer operations to ensure operating within safe and approved parameters

KEY ACCOUNTABILITIES

Job Specific Accountabilities 1

• Reviews with ship's officers the ship's cargo transfer plans and arrangements prior to commencement of transfer operations to ensure all precautions are considered in accordance with terminal safe operations procedures
• Measure atmosphere in ship's tanks prior to commencement of transfer operations to ensure condition is within safe limits in accordance with terminal and port authority regulations
• Coordinates transfer rates between shore and ship to ensure adherence to agreed start up, nominal, and topping off rates throughout.
• Frequently inspects the ship's mooring arrangements to ensure that the ship is secured safely to the terminal facilities and to avoid undue tensions on transfer conduits and connections including control of movements and operations of the tugs, line boats
• Monitors weather forecasts in coordination with shore weather management centres to ensure advance planning for forecasted adverse weathers to avoid unfortunate events
• Responsible to provide guidance and direction to the shore team members while on-board to ensure safety of personnel and equipment

Job Specific Accountabilities 2

• Provide training and coaching for trainees and newly appointed pilots, Loading masters and assist in performance evaluation to ensure continued development of proficiencies within the port.
• Assume the role of company's representative while on board the ship and undertake all responsibilities including signing all relevant documentation as required.
• Liaise with Ships' masters, operators, agents, regulatory bodies, and providers of marine services concerning cargo operation.
• Perform non-piloting administration functions to assist in the day-to-day activities of the port.

Minimum Qualification:

• 10 years of experience at sea, including at least 2 years in command of deep draft ships or harbour tugs in the relevant port

• Holder of a maritime certificate of competency that is required by the port authority of the relevant port and issued by the pilotage authority

• Class 1 certificate of competency- Master mariner or equivalent as approved by the pilotage authority

• Professional certifications:

- Pilotage license for the relevant port issued by the pilotage authority

- Pass a written exam and a simulator exercise followed by a period of training on all vessels types and docking facilities
