Job description

Job Purpose :

The job holder will oversee and monitor the design development stages of projects during the pre-launch (Pre-concept to Project Launch) and post-launch (SD, DD, and contract award) phases. This includes ensuring relevant authority approvals and regularly updating plans to reflect accurate design progress in line with the roll-out plan for BTS project launches.

Key Responsibilities :
  1. Oversee and monitor the design development stages of projects during pre-launch and post-launch phases, ensuring authority approvals and updating plans to reflect progress.
  2. Develop and maintain an integrated master schedule for all projects in coordination with relevant business units.
  3. Coordinate across departments to integrate key milestones and activities into the master development schedule, ensuring alignment with marketing launch readiness and generating progress reports and presentations.
  4. Provide updated schedule information for submission to relevant authorities (e.g., DM, RTA, DEWA, DDA, TRAKHEES, RERA, DLD) as required.
  5. Advise Business Units and Development Managers on corrective actions when project performance deviates from the baseline development program.
  6. Support Business Units in compiling the Monthly Progress Report submitted by the Planning Department to Executive Management.
  7. Develop and maintain the Programme Control System (PCS), ensuring data accuracy and regular updates.
  8. Monitor and control consultants’ and sub-consultants’ baseline schedules, milestones, and activities, ensuring biweekly updates for management review.
  9. Review and summarize consultants’ weekly/monthly progress reports, providing detailed development control schedules.
  10. Assist the budget team in aligning the program schedule with budget stages.
  11. Coordinate with project delivery, procurement, and contracts teams to integrate construction timelines into tenders and contracts.
  12. Assess and refine project procedures and timelines to enhance efficiency.
  13. Review and enhance development procedures in collaboration with business units to improve project lifecycle efficiency.
  14. Identify and escalate risks or delays, ensuring timely intervention.
Candidate Qualifications, Experiences & Skills :
  • Bachelor’s / Master’s degree in Civil Engineering / Architecture
  • Diploma in Construction Management / Planning – preferred
  • Knowledge of architectural, infrastructure, and landscape design processes from concept to execution.
  • Minimum of 6-8 years’ experience with at least 2 years in project planning.
  • Proficiency in Primavera P6, Microsoft Project, or similar tools for project planning and timeline tracking.
  • Ability to align planning activities with business goals and long-term development strategies.
  • Strong project management skills, with the ability to oversee multiple projects while ensuring strategic alignment.
  • In-depth understanding of business operations, processes, and procedures.
  • Proven strategic thinking and analytical problem-solving capabilities.
  • Strong organizational and leadership skills to drive project success.
  • Excellent communication and stakeholder management abilities.
  • Sharp attention to detail and critical thinking for data-driven decision-making.
  • Effective decision-making and problem-solving skills to address challenges proactively.
