Role Description

The Fire and Safety Officer is responsible for implementing, monitoring, and enforcing health, safety, and environmental (HSE) policies and procedures on construction sites in the UAE, ensuring compliance with local regulations (e.g., UAE Fire and Life Safety Code, Federal Law No. 8 of 1980, and relevant Abu Dhabi/Dubai/Sharjah Municipality requirements). This role is crucial for preventing accidents, minimizing risks, and fostering a safe working environment for all personnel.

Key Responsibilities

  1. Assist in developing, implementing, and maintaining the project's HSE Management System.
  2. Ensure compliance with all relevant UAE fire and safety regulations, standards, and codes.
  3. Conduct regular site inspections and audits to identify hazards and non-compliance.
  4. Maintain accurate records of inspections, audits, incidents, and training.
  5. Risk Assessment and Hazard Control:
  6. Conduct comprehensive risk assessments and job hazard analyses (JHAs) for all construction activities.
  7. Develop and implement effective control measures to mitigate identified risks.
  8. Monitor the effectiveness of control measures and recommend improvements.
  9. Ensure proper use of personal protective equipment (PPE).
  10. Fire Safety Management:
  11. Develop and implement fire safety plans and procedures.
  12. Conduct regular fire drills and emergency evacuation exercises.
  13. Inspect and maintain firefighting equipment (e.g., fire extinguishers, hydrants, alarm systems).
  14. Ensure compliance with the UAE Fire and Life Safety Code.
  15. Incident Investigation and Reporting:
  16. Investigate all accidents, incidents, and near misses, and prepare detailed reports.
  17. Identify root causes and recommend corrective and preventive actions.
  18. Maintain accurate records of incident investigations and follow-up actions.
  19. Report all incidents to the relevant authorities as required.
  20. Training and Awareness:
  21. Conduct HSE inductions and training programs for all site personnel.
  22. Provide toolbox talks and safety briefings on specific hazards and safe work practices.
  23. Promote a strong safety culture through awareness campaigns and initiatives.
  24. Ensure all workers are aware of emergency procedures.
  25. Permit to Work System:
  26. Manage and control the permit to work system for high-risk activities (e.g., hot work, confined space entry, working at height).
  27. Ensure all permits are issued and followed correctly.
  28. Liaison and Communication:
  29. Liaise with project management, subcontractors, and regulatory authorities.
  30. Communicate HSE information effectively to all stakeholders.
  31. Participate in HSE meetings and committees.
  32. Ensure proper waste management and disposal.
  33. Monitor and control pollution from construction activities.
  34. Implement environmental protection measures.

Qualifications and Experience:

  • Bachelor's degree or Diploma in Occupational Health and Safety, Fire Safety, or a related field with a minimum of 10-15 years of experience.
  • NEBOSH IGC or equivalent international safety qualification is mandatory.
  • Relevant certifications in fire safety and first aid are highly desirable.
