Job summary

Parsons Corporation in Dubai, United Arab Emirates, is seeking an experienced Stakeholder Manager to coordinate with government authorities, utilities, and client representatives to obtain NOCs and approvals for major projects.

You will manage stakeholder communication, track submission progress, and ensure timely regulatory responses while applying Dubai authority procedures and utility standards. The role is on-site with frequent coordination across agencies.

Qualifications

• Bachelor's degree in Engineering, Construction, or related field.
• Minimum 7–12 years of stakeholder management or NOC coordination experience.
• Experience with Dubai government authorities and NOC systems.
• Solid background in utility infrastructure and project coordination.
• Strong knowledge of regulatory approval procedures and documentation.
• Ability to travel to government offices and utilities as needed.

Responsibilities

• Manage relationships with government authorities, regulatory agencies, utilities, and clients.
• Develop and implement a stakeholder management plan.
• Coordinate NOC applications and authority submissions.
• Maintain NOC tracking records and submission progress.
• Monitor engineering drawing progress for NOC submissions.
• Follow up with authorities to obtain approvals within timelines.
• Coordinate technical queries with authorities, consultants, and contractors.
• Participate in project design meetings; advise on authority requirements.
• Prepare weekly and monthly reports on coordination and approvals.
• Maintain organized records of submissions and correspondence.
