The Director of Projects & Properties will be reporting to the GM and responsible for leading the planning, execution, and management of all construction projects, properties, and maintenance activities in the emirate of RAK. The role ensures that projects are delivered on time, within budget, and in alignment with strategic objectives, while safeguarding municipal assets and enhancing service quality for the community.
Key responsibilities:
Strategic & Leadership
- Lead the development and execution of the department’s strategic and operational plans in alignment with the vision.
- Oversee the performance of three functional areas: Construction, Maintenance, and Properties.
- Manage annual budgets, financial forecasts, and resource allocation to ensure effective utilization of funds.
- Provide leadership, coaching, and performance management for section heads and their teams.
- Represent the group in internal committees, external forums, and stakeholder meetings.
Project Management & Construction
- Oversee planning, design, and execution of the construction projects, ensuring compliance with approved budgets, timelines, and quality standards.
- Review project progress reports, identify risks, and implement corrective measures to address challenges.
- Ensure that design proposals and cost estimates are accurate, competitive, and aligned with requirements.
- Engage with stakeholders at project initiation to capture needs and ensure alignment throughout delivery.
Maintenance Management
- Direct preventive and corrective maintenance programs to ensure safety, efficiency, and sustainability of assets.
- Monitor maintenance performance, ensuring service levels are achieved and incidents are resolved within agreed timeframes.
- Ensure systematic documentation of maintenance activities, inspections, and compliance requirements.
- Oversee procurement and contract management for service providers, consultants, and contractors.
- Property Management
- Manage properties owned by the municipality, including leasing, tenancy and agreements.
- Ensure proper maintenance, utilization, and value optimization of the real estate assets.
- Develop strategies to maximize returns on properties while maintaining compliance with legal and regulatory requirements.
Governance & Compliance
- Ensure adherence to health, safety, environmental, and quality standards across all functions.
- Oversee vendor and contractor performance, ensuring compliance with contractual obligations.
- Provide regular reports and recommendations to senior leadership to support decision-making.
Key requirements:
- Willing and able to work in the Emirate of RAK
- Arabic & English speaker
- Bachelor’s degree in Civil Engineering, Architecture, or a related discipline (Master’s degree preferred).
- Minimum 12–15 years of experience in engineering, construction, or project management, with at least 5 years in a leadership role.
- Proven track record in managing large-scale construction projects, maintenance, and property portfolios.
- Strong knowledge of project management methodologies, contract management, and asset management practices.
- Excellent leadership, stakeholder management, and communication skills.
- Familiarity with UAE regulations, standards, and best practices in the construction and property sector is an advantage.
