To lead and execute the Ports Cluster procurement strategies and manage procurement activities including contract negotiation, award submission, purchase orders and supplier’s performance. Identify and evaluate cost saving opportunities to meet company’s financial objectives. Ensuring fast and efficient processes that are transparent to the end-user.
Key Responsibilities :
- Act as a key partner to the Cluster’s ExCom and C-suite and ensure procurement tactics for key asset and infrastructure projects are suited and tailor made on a case-to-case basis.
- Oversee day-to-day procurement operations aiming for efficiency and effectiveness.
- Direct implementation of overall procurement strategies, monitor initiatives / plans and manage the prioritization / allocation of work ensuring to be aligned with AD Ports Group policy and Delegation of Authority.
- Lead the negotiation process of corporate contracts and agreements with bidders, contractor and suppliers and enforce favorable terms to contractual agreements.
- Provide coaching to corporate stakeholders to evaluate their purchasing requirement, assess risks and develop a sourcing strategy.
- Provide guidance with regards to pre-qualifications, tender preparation, tender evaluations, award recommendations, claims, variations and close-outs.
- Review and evaluate corporate changes from standard ITT packages, resolution of bidders’ exceptions, evaluation criteria, commercial evaluations, and recommendations to management.
- Oversee supplier / vendor’s claims and disputes, provide coaching to investigate and resolve issues with internal departments, and drive high stakeholder engagement while protecting AD Ports Group commercial interests.
- Build and maintain strong relationship with key suppliers and vendors and deliver reports to the higher management representing current services and vendor / supplier performance.
- Oversee and lead the corporate benchmark exercise and advise best practices, identify procurement cost saving opportunities, study market trends and examine supplier capabilities.
- Manage the team by evaluating the performance, providing feedback on an ongoing basis, identifying development needs and coaching them to ensure ongoing capability development.
- Conduct trainings for the AD Ports Team on various aspects on which the role holder has subject matter expertise.
- Provide strong and visionary leadership, supervision, and guidance to the team, setting clear expectations and creating a culture of accountability.
- Ensure that the team has access to the necessary resources, including budget and technology, to support their projects.
- Monitor division budget, track expenses and ensure adherence.
- Manage supplier / vendor key performance indicators (KPIs) and highlight issues for decision making.
Required Qualifications :
- Bachelor’s Degree in Procurement, Supply Chain Management, Engineering, Business Administration or a related field. Master's degree is a plus.
- High level of proficiency in English; working knowledge of Arabic is highly desirable.
- A minimum of 15 years of experience in a similar role.
- Experience in pre-award and post-award contract management.
- In-depth knowledge of procurement regulations and industry standards.
