Job summary

Dubai Holding is seeking a Senior Project/Program Leader to define and drive the overall project management strategy across large-scale, multi-disciplinary initiatives in the UAE. You will act as the senior escalation point for risks, oversee budgets and procurement strategies, and collaborate with executive stakeholders to ensure delivery that aligns with organizational objectives.

Qualifications

• Bachelor’s or Master’s degree in Civil or Architectural Engineering (or related field).
• PMP certification mandatory.
• 15–20+ years of experience with 8+ years in senior leadership managing large-scale multi-disciplinary projects (developer experience preferred).
• Strong expertise in project and program delivery, strategic planning, and execution.
• Knowledge of UAE construction laws, building codes, environmental regulations, and compliance standards.

Responsibilities

• Define, develop, and lead the overall project management strategy aligned with organizational objectives.
• Act as senior escalation point for risks, resource challenges, and delivery issues with timely resolution.
• Oversee budgets, monitor cost performance, approve financial reports, and drive cost optimization.
• Governance of change requests, communicating schedule and budget impacts and mitigating risks.
• Provide strategic direction on contractor management, procurement strategies, and allocation of resources.
• Collaborate with procurement, contracts, and commercial teams for seamless execution.
• Build and maintain relationships with internal/external stakeholders, including senior leadership and clients.
• Ensure project execution aligns with organizational objectives through coordination with sector heads.
• Champion standardized project management processes ensuring regulatory, safety, and engineering compliance.
• Oversee performance reporting and data analysis to support executive decision-making and continuous improvement.
• Establish clear team structures, roles, and accountability for effective collaboration.
