Job Purpose
The Director of Crisis Management and Response (DCMR) is accountable for developing, leading and regularly improving a comprehensive and compliant crisis management program for Wynn Al Marjan Island (WAMI) in close coordination with internal and external partners, including federal and local authorities. The position’s mandate includes WAMI’s crisis management strategy, emergency management planning and execution, business continuity, and disaster recovery frameworks; as well as directing the Security Operation Center (SOC) operation.
Essential Duties
Operations Leadership
- Effectively exercise independent decision making, as a subject matter expert under stress.
- Conduct benchmark studies to identify / adopt best practices for operational units under mandate.
- Maintain in-depth knowledge of local regulations to ensure full operational compliance.
- Perform regular reviews of existing practices and conditions, identifying gaps against best practices.
- Research and recommend new technologies and systems to improve operational efficiency.
- Develop comprehensive policies and procedures for operations, and implementation processes.
- Establish strategic objectives and supporting key performance indicators for operations team.
- Design and implement supporting forms using modern methods to ensure accuracy and compliance.
- Create manpower and equipment schedules that optimize performance and resource allocation.
- Develop code-compliant business proposals aligned with best practices and organizational goals.
- Prepare budget forecasts to support business proposals and operational planning.
- Submit purchase orders for necessary equipment, ensuring alignment with budget.
- Maintain strong relationships with government emergency services and regulatory authorities.
Crisis Management, Business Continuity, and Disaster Recovery Leadership
- Stay updated on existing and emerging regional and local hazards / threats and assess impact on WAMI.
- Provide precise, concise, and prompt notifications on credible hazards / threats to approved stakeholders.
- Create a comprehensive crisis management manual in coordination with internal and external stakeholders and partners, including policy, standards, plans and supporting processes.
- Establish policy, standards, plans and supporting procedures for business continuity and disaster recovery in coordination with internal and external stakeholders and partners.
- Regularly review and update plans to address credible hazards / threats, ensuring preparedness.
- Support all business units with incident / crisis management planning and ensure seamless coordination.
- Act as a trusted advisor for rising operational risks, providing guidance to leadership, operators, and staff.
- Establish and lead operational support platforms for crisis scenarios and events.
- Develop an organized and simple method for efficient emergency notifications and updates.
- Analyse developing crisis events and share precise intelligence to support the crisis management team.
- Develop a training, education, and awareness program (including drills / simulations) for crisis incident response, business continuity, and disaster recovery, for internal and external stakeholders and partners.
- Provide summary and detailed metrics on crisis management readiness and incident reporting.
- Perform gap analysis and control assurance program reviews for critical operations and issue action plans.
- Maintain strong relationships with external organizations and emergency response groups that engage in emergency and crisis management, business continuity, and disaster recovery.
- Mentor and lead all staff (direct and indirect reports) responsible for crisis and incident management.
Security Operation Center
- Provide strategic leadership and oversight for the Security Operation Center operation team.
- Establish policy, standards, plans and supporting procedures aligned with best practices and regulation.
- Establish efficient protocols for active surveillance, threat detection, incident escalation, resource dispatch, activity logging, and resolution processes.
- Ensure precise, timely, and detailed documentation (logs / reports) for security activities and incidents.
- Analyse incident data and report trends specific to security incidents.
- Direct security systems integration, maintenance, and optimization of in coordination with Surveillance.
- Lead efforts for continuous improvement through audits, training exercises, adopting emerging technology, and after-action reviews.
Education
- Required: Bachelor's degree in emergency / crisis management, security, or related fields.
- Preferred: ITIL, ASIS/CPP, or ISACNCISM certification.
- Preferred: Certified Business Continuity Professional (CBCP).
- Preferred: Member Business Continuity Institute (MBCI).
- Preferred: National Incident Management System (NIMS) working knowledge.
Experience
- Minimum of 5 years’ leadership experience in a security operation center or intelligence fusion center.
- Minimum of 5 years’ leadership experience in crisis management program development, pre-opening.
