The Global Risks Alliance (GRA) is an international initiative launched by TheGlobal Centre for Risk and Innovation (GCRI) to build the world’s most trusted alliance for simulation-aligned governance, risk foresight, and innovation diplomacy.

GRA connects governments, research institutions, multilateral bodies, and strategic investors to co-develop policy-ready simulations, treaty-aligned clauses, and scalable models for disaster risk reduction (DRR), disaster risk finance (DRF), and disaster risk intelligence (DRI). It operates under GCRI’s legal and scientific framework and supports the implementation of international agreements, including the Pact for the Future, Global Digital Compact, and Declaration on Future Generations.

Role Overview

As Regional CEO, you will lead the establishment and strategic expansion of the GRA in your region. You are responsible for securing institutional memberships, launching governance frameworks, coordinating policy engagements, and scaling regional foresight systems in alignment with global standards and GCRI protocols.

This is a high-trust executive role focused on institution building, alliance development, and sustained multilateral engagement.

Core Responsibilities

  1. GRA Regional Establishment and Institutional Partnerships
  • Launch GRA’s legal, operational, and diplomatic presence in your region in coordination with GCRI.
  • Recruit Tier I–V member institutions across public, private, academic, and civil society sectors.
  • Facilitate national-level participation agreements, policy dialogues, and risk foresight platforms.
  1. Strategic Engagement and Policy Integration
  • Represent GRA in diplomatic and multilateral forums (UN agencies, regional commissions, treaty bodies).
  • Develop strategic collaborations aligned with DRR, DRF, DRI, and broader global risk frameworks.
  • Support simulation governance and treaty clause engagement for sovereign and institutional actors.
  1. Membership Development and Governance Activation
  • Onboard institutions into GRA’s tiered membership structure and assign participation tracks (Research, Innovation, Policy, Finance, Media).
  • Coordinate regional working groups and foresight councils in line with GRA’s governance charter.
  • Organize regional briefings, high-level summits, and simulation planning workshops.
  • Identify and activate regional centers of excellence for AI, Earth Observation, finance, water-energy-food-health (WEFH), and technology governance.
  • Promote integration of verifiable simulation outputs into national and regional policy systems.
  • Connect innovation pipelines to clause-ready standards and treaty use cases.
  1. Fundraising, Investment, and Resource Mobilization
  • Secure funding through public-private partnerships, philanthropic channels, and development finance.
  • Lead strategic investor outreach and sponsor development for GRA-led programming.
  • Ensure financial sustainability of GRA operations and visibility in global impact funding mechanisms.

Candidate Profile

Required Qualifications

  • 10+ years executive experience in public policy, international development, multilateral diplomacy, innovation management, or public-private partnership leadership.
  • Proven ability to develop high-level institutional relationships across government, UN systems, academia, and industry.
  • Experience establishing and scaling regional or international governance structures or alliances.
