Decentralized Contract Engineer
MISSIONS / SERVICE DIMENSIONS
2 roles available – one based in Dubai and one in Abu Dhabi.
- The TAS Decentralized Contract Engineer will work within the PCM/HR service.
- Main duties include launching the CFT for TAS contract services, administering all TAS contracts, and supporting the HR lead in related activities.
- Mobilization of TAS contract personnel will follow the Manpower Plan, updated with input from managers and under HR's responsibility.
- Work according to C&P procedures.
The role of the TAS Decentralized Contract Engineer includes:
- Anticipate and gather documents for each future RFP (PRE-LAUNCH PHASE)
- Issue REQUEST FOR PROPOSAL to qualified TAS CONTRACTORS (LAUNCH PHASE)
- Classify all received proposals (COLLECT PHASE)
- Follow up on technical proposal evaluation with CPY Representative (EVALUATION PHASE)
- Perform commercial evaluation and clarify with TAS CONTRACTOR if needed (EVALUATION PHASE)
- Prepare RTA documentation for contract award according to C&P procedures
- Close RFP, archive all documents for each phase (AWARD PHASE)
- Inform involved parties about mobilization process requirements
- Assist in maintaining KPI and TAS dashboards as requested by HR Management
- Send extract from HR regarding potential need for three additional months to the CTR
- Assist HR Lead with contractor communications and update relevant tables and archives
- Liaise with C&P affiliate to ensure contracting best practices
- Follow due diligence process and keep the table updated
- Assist in preparing extensions of current Frame Agreements if needed
- Support all activities related to PCM/HR services.
ACTIVITIES
- Support HR & Administrative team in mobilization to ensure timely deployment of contracted personnel
- Assist HR team with contractual matters related to TAS management
- Interface with contract services as required
- Perform other duties assigned by division heads or HR team members.

- Start date: 01/07/2025
- Duration: One year
- Renewable: Yes, for 12 months
QUALIFICATIONS & EXPERIENCE REQUIRED
- Education: Business School or equivalent
- Experience: Over 5 years in similar or equivalent roles
- Expertise in project HR processes and TAS contracts is essential
- Languages: English required; French and/or Arabic are a plus
