Job description

Job purpose:
Provide required assistance in developing, detailing, and communicating culture sector strategies, KPIs, and targets, as well as track and report on culture sector progress in achieving its strategic priorities, projects, and milestones. Support in collating updates and data on culture sector projects and initiatives as per the unit's needs and direction, aiding to ensure all milestones and objectives are met on time and as per expectations and best practices.

Key accountabilities:

  1. Culture Sector Strategy & Targets
    • Carry out required research to contribute to establishing culture sector strategies, setting strategic KPIs, and defining baseline and the targets.
    • Provide required support to the development of strategic and performance dashboard for the sector, aiding in facilitating monitoring sector progress and performance.
    • Assist the team in developing a detailed roadmap for the sector strategy, while supporting to track strategic objective achievements.
    • Support in designing and implementing the communication plan related to the strategy.
    • Provide required support to track the progress of the key strategic projects that are reported to the strategic PMO to assess the progress to date and ensure mitigation plans are in place.
    • Assist in collecting and verifying the completion percentages of each milestone in the execution plans on a quarterly basis, as per the unit's direction.
    • Assist the unit in highlighting the achievement of the outcomes identified for the cluster of strategic initiatives.
    • Support the team in governing the process of change requests.
    • Participate in defining quality standards and rules (including visual identity and content requirements, etc.).
    • Receive and organize reports and documents to be shared with Higher Management (entry point for quality reviews).
    • Carry out required research and benchmarking exercises to support the development of business concepts and cultural concepts.
  2. Data Collection & Management
    • Maintain data collection templates that facilitate receiving inputs, data, and statistics from Culture Sector project and activity owners.
    • Assist in creating data processing frameworks with clear-cut fields that enable efficient data repository and data manipulation.
    • Follow up on data collection requests and knowledge development in coordination with relevant DCT departments.
    • Participate in conducting data analysis, benchmarking and foresight based on the culture sector needs and requirements.
    • Participate in conducting studies and analyses on the cultural trends and practices.
  3. Reporting & Sector Progress
    • Support in preparing and maintaining the Culture sector monthly performance report that tracks strategic and operational KPIs, departmental performance and Capital project updates.
    • Assist in preparing any other weekly, quarterly, and annual reports, using developed dashboards.
    • Coordinate and collate required information to produce weekly strategic updates to Higher Management on the culture sector major achievements and progress during the week.
  4. Project Management
    • Provide required assistance to track the culture sector special and key projects.
  5. Policies, Processes and Procedures
    • Follow all section policies, processes, procedures, and instructions so that work is carried out in a controlled and consistent manner.
  6. Collaboration
    • Collaborate with internal and external stakeholders on matters related to the area in order to facilitate flow of information and also to build awareness in those areas.
  7. Day-to-Day Operations
    • Follow the day-to-day operations set by the Line Manager in the section to ensure continuity of work and the delivery of effective and high-quality outputs.
    • Report on a regular basis to the Line Manager on their operational activities, their challenges, hurdles, and methods of resolution or mitigation, etc., as required to keep the Line Manager informed and updated about their activities.
