Job summary

Talan in United Arab Emirates, Dubai invites applications for a Chief Technology Officer to define the technical strategy and architecture for the Smart Metering Programme, ensuring secure, scalable, interoperable systems, meters communications services, HES MDMS and IT components.

The CTO provides strategic oversight to technical leads, advises leadership on technology risks and innovation, and ensures decisions align with client objectives, programme constraints and Talan's quality standards.

Qualifications

• 15 years of experience in smart metering or large IT transformation programmes.
• Expertise in AMI architectures, IoT and enterprise integration.
• Strategic leadership and vendor management experience.
• Engineering or computer science background required.

Responsibilities

• Define technical vision, architecture and standards.
• Oversee technology roadmap and system interoperability.
• Ensure cybersecurity, scalability and resilience across platforms.
• Advise leadership on technology risks and innovation.
• Guide all technical leads (Meters communications services, HES MDMS Integration Testing).
