Job Summary:

At Raytheon, we are building the future of defense. The Coyote factory in the United Arab Emirates will be the first of its kind—a lean, high-velocity production center for next-generation counter-UAS technologies. We seek bold, execution-driven leaders to help set the standard for operational excellence regionally and globally.

The United Arab Emirates Coyote Operations Manager will lead the establishment and launch of Raytheon’s new Coyote program factory in Tawazun Industrial Park. This role involves developing the factory layout, building the team, and standardizing processes with a strong foundation in Lean Manufacturing, CORE methods & tools, Material Resource Planning System (MRP), Quality Management System (QMS), and production flow optimization to meet programmatic takt, cycle time, quality, and delivery standards.

Key Responsibilities:

• Establish Factory Operations: Design and implement the operational setup of the Coyote factory, including layout, documented processes, capacity analysis, flow systems, material strategy, and staffing plans, ensuring scalability and takt-driven production. Support the development and deployment of an MRP system that aligns with business requirements.
• Build and Lead a High-Performance Team: Recruit, mentor, and lead an empowered operations team capable of supporting low-rate and full-rate production. Foster a culture of quality, continuous improvement, accountability, and results ownership.
• Deliver Operational KPIs: Define and monitor factory performance metrics (e.g., delivery, safety, cycle time, takt adherence, quality yield, cost efficiency) to ensure production meets operational, programmatic, and contractual standards.
• CORE Domain Maturity: Promote the deployment of CORE methods and tools to embed structured operational excellence, process maturity, efficiency, sustainability, and customer focus.
• Lead Lean Systems Deployment: Implement lean principles to design flow, visual controls, standard work, takt discipline, and tiered management systems, creating a zero-waste, high-efficiency environment prior to go-live.
• Cross-Functional Alignment & Risk Management: Act as the primary operational interface with Program Management, Engineering, Quality, and Supply Chain, proactively identifying risks and driving solutions to ensure operational readiness.

Qualifications:

• Education: Bachelor’s degree in operations, supply chain management, business administration, engineering, or related field. An advanced degree is preferred.
• Experience: Minimum 8 years of relevant experience, or an advanced degree with at least 5 years in a production environment involving operations management, materials management, or logistics. Experience with new manufacturing setups and military programs is advantageous. Ability to work effectively in fast-paced, dynamic environments with time-critical requirements.
