PurposeThe Cost Manager oversees cost planning, budgeting, and financial management to ensure projects stay within budget. Working in a consultancy environment, the role focuses on quantifications, take-off, elemental costing, cost creation, tendering, project procurement, and contractual compliance while supporting clients with expert cost advice.
Job Description- Arrange for quantities take-off and quantification of project elements at Concept, Schematic, and Detailed Design stages.
- Awareness of BOQ format and method of measurement; POMI, CESMM, NRM1.
- Develop and manage cost plans, budgets, and financial forecasts for building construction projects.
- Awareness of cost index, like BCIS, SPONS, and BOQ format.
- Conduct cost analysis, risk assessments, and value engineering to optimize project expenditures.
- Prepare and evaluate tender returns, tender documents, procurement strategies, and contractor proposals including preparation of the tender commercial evaluation.
- Oversee contract administration, including reviewing variations.
- Awareness and practice of LOA, LOI, conditions of contracts drafting.
- Provide cost reporting and financial analysis to support informed decision-making.
- Collaborate with clients, project teams, and stakeholders to align cost management strategies with project objectives.
- Monitor project cash flow, payment certifications, and final account settlements.
- Support cost control procedures and financial governance throughout project execution.
Qualifications- Bachelor's Degree in Quantity Surveying or Civil Engineering with a record of practicing Quantity Surveying from consultant or client side.
- Minimum of 10 years of experience in cost planning and cost reporting within a consultancy or cost consultancy firm.
- Professional accreditation (MRICS, AIQS) preferred.
- Strong expertise in cost estimation, contract administration, and tendering.
- Proficiency in cost management software (e.g., PlanSwift, CostX).
- In-depth knowledge of construction contracts, including FIDIC.
- Excellent analytical, negotiation, and communication skills.
