Job description

The Contracts Manager, Pathology & Lab is the clinical and technical expert responsible for managing lab operations, quality assurance, and performance improvements of CCAD's laboratory. This includes ensuring compliance with service provider contract terms and clauses, as well as enforcing all aspects of existing CCAD agreements and contracts with service providers and vendors. The role oversees contractual governance requirements, including committee administration, and enforces compliance with CCAD policies and standard operating procedures. Additionally, this role serves as the point of contact for CCAD physicians and contributes to the development and timely execution of additional lab tests, requirements, and key performance indicators specified by the service agreement. The Contracts Manager is also fiscally responsible for ensuring laboratory practices at CCAD are continually optimized for maximum financial efficiency.

PRIMARY JOB DUTIES AND RESPONSIBILITIES

  1. Oversee CCAD's lab operations and ensure compliance with the service provider contract terms and clauses.
  2. Manage contractual governance requirements, including committee administration.
  3. Monitor and enforce compliance with CCAD policies and standard operating procedures.
  4. Maintain close working relationships across all laboratory areas, including Clinical and Anatomical Pathology and POCT.
  5. Oversee the quality assurance program of the contracted service provider.
  6. Monitor and contribute to the development and timeliness of key performance indicators specified by the master service agreement.
  7. Ensure financial efficiency of lab practices at CCAD.
  8. Ensure compliance with standards and procedures in line with international best practices and UAE legislation.
  9. Maintain proper laboratory records and documentation.
  10. Use information related to patient safety, accreditation, risk management, patient experience, and outcomes to raise concerns and ensure they are addressed.
  11. Ensure contracted employees comply with CCAD training and evaluation requirements.
  12. Prepare for and coordinate onsite accreditation surveys.
  13. Build communication channels within and outside the department and maintain relationships with service providers.
  14. Serve as a technical resource and advise on procedural techniques.
  15. Investigate organizational concerns and safety risks, making recommendations for improvements.
  16. Address health and safety complaints and ensure facility compliance with legislation.
  17. Monitor inventory, equipment, and supplies, raising requests as needed.
  18. Oversee point of care testing by service providers.
  19. Promote safety education and maintain a safe work environment.
  20. Participate in meetings with service providers.
  21. Monitor new test/cpt code needs and secure necessary approvals.
  22. Foster positive working relationships within the department and with other stakeholders.
  23. Maintain confidentiality in accordance with facility policy.
  24. Represent the facility positively and promote customer-focused interactions.
  25. Understand and follow emergency preparedness policies.
  26. Dress appropriately according to policies and safety standards.
  27. Build partnerships for integrated, client-centered care systems.
  28. Perform other duties as assigned.
  29. Ensure closure of any contract-related audit findings.

QUALIFICATION & EXPERIENCE REQUIREMENTS

Education

  • Bachelor's degree in Medical Technology or Clinical Laboratory Science (minimum three-year course) or equivalent.
  • Master's degree in Biomedical Science, Healthcare, Management, or Administration preferred.

Experience

  • At least six years of clinical experience in an accredited laboratory environment (CAP, JCIA, Canadian Hospital, CPAC UK, or local HAAD hospital).
  • Minimum two years in a supervisory role within a laboratory.
  • Evidence of progressive leadership and management experience.
  • Knowledge of laboratory procedures, methodologies, and accreditation standards.

Certification and Licensure

  • Current national license or equivalent required.

  • Proficiency in laboratory information systems.
  • Excellent oral and written communication skills in English.
