Job description

Job Purpose

  • Execute end-to-end Subcontracts activities for minor and major requirements

Principal Accountabilities

  • Analyse scope & specification for works and services to be contracted to clarify work aspects and verify technical evaluation criteria
  • Recommend the contracting strategy, contract type and compensation method
  • Establish bidders’ prequalification criteria in consultation with superiors to evaluate contractors’ capabilities and recommend bidders’ list for approval
  • Finalize the Invitation-To-Tender (ITT) for management approval and issue tender documents in consultation with superiors, client and legal sections
  • For major and urgent enquiries follow up on receipt of enough bids and take recovery action in coordination with superiors
  • Participate in the bid opening to discuss & clarify technical/commercial queries with the bidder
  • Evaluate exceptions/qualifications raised by bidders with clients and legal/finance sections and advise bidders as per Company procedures
  • Coordinate with departments for the technical evaluation of bids, review the technical evaluation report and seek clarification from bidders as required
  • Request authorization to carry out & finalize commercial evaluation of bids
  • Upon receipt of approval, propose cases for negotiation and summarize results of related discussions
  • Prepare final recommendations for award in discussion with superiors and submit for management approval
  • Prepare Fax of Award and agreements for the successful contractor as per Company level of authority and ensure that concerned parties receive copies of these
  • Verify the submission of accurate performance bank guarantees and insurance documents to validate their conformance to standards in consultation with Finance & Legal departments
  • Verify claims, check requests for variations to ensure their resolution and settle claims upon management approval
  • Follow-up on outstanding requisitions, alert management/client about any issues and update status reports on a weekly basis
  • Update and generate MMS bids’ status [response, technical/commercial acceptance reports
  • Ensure that files of tenders are complete and well maintained with high confidentiality
  • Compliance in accordance with quality objectives, Company procedures & HSE standards

Educational Qualifications and experience

  • Bachelor’s Degree in Engineering in a related discipline, or equivalent

Relevant Experience

  • Minimum 05 years' experience in subcontracting activities in Oil & Gas Industry
