Job Purpose
Carry out commercial contract activities for materials, equipment and services, from contract award to closure, to ensure Nawah's requirements are met in a safe, compliant, timely, and efficient manner to support the safe operations of Barakah Nuclear Power Plant (BNPP). Support management in the development of procurement and supply chain strategies to ensure security of supply. Support the Procurement Supplier Team and end users in the management of all commercial activities of suppliers to ensure consistency in application of procurement processes and end user satisfaction.
Responsibilities
- Contract Administration
- Understand the specifications and scope of work as provided in the approved Contract to ensure all commercial requirements are satisfied in accordance with the Contract terms.
- Perform procurement and manage call-off orders under existing Outline Agreements to meet user function requirements for safe operation of BNPP.
- Interface with the Requesting Organizations regularly to assure contract compliance and resolve any commercial issues.
- Support the Supplier Relationship team by providing supplier performance evaluation to determine their inclusion in future tender bidder lists.
- Communicate with the Requesting Organization, Nuclear Specification Engineering, Enterprise Finance, Legal and suppliers after contract award for resolution of all commercial and contractual matters.
- Assist and liaise with the requesting organization, Enterprise Finance, and Supplier Relationship team with contract administration functions and manage contract close-out and feedback on supplier performance.
- Conduct checks and balances to ensure supplier supply chain/procurement activities meet contractual obligations.
- Lead contract dispute resolution with suppliers, as required.
- Assist in resolution of invoice or work-billed disputes to ensure issues are resolved in accordance with PO terms.
- Quality Assurance (QA)
- Ensure all work meets high standards of safety and quality and complies with the department and company-wide quality program to support safe and reliable plant operation.
- Promptly report quality-related issues or deficiencies in procurement activities to line management for timely resolution.
- Procedures and Best Practices
- Implement procurement procedures and processes to identify gaps and improvements in Contract Management.
- Demonstrate adherence to procurement procedures and assist users to adhere to Nawah standards.
- Conduct contract management activities in line with professional best practice and code of business conduct.
- Training and Qualifications
- Complete all required initial and continuous training to attain and maintain the required qualification and certification in areas of specialization.
- Strive to improve BNPP technical knowledge, understanding of plant operation and maintenance, and the impact of procurement on safe, reliable, and cost-effective operation and maintenance.
- Planning, Reporting and Systems
- Collect information required for development of reports to keep management updated.
- Ensure supplier performance evaluations are completed and provided to the Supplier Relationship team for assessment during Contract Closure.
- Solicit feedback on user satisfaction with contract management activities during execution.
- Keep all procurement documentation up-to-date and available in the appropriate system to ensure data traceability.
- Register and record all contract details and generate a contract management plan to keep management updated.
- Budget
- Provide input to the section/department budget and monitor financial performance versus budget.
- Provide contract financial forecast to Enterprise Finance to allocate necessary cash flow.
- Stakeholder Engagement
- Facilitate internal and external communication to build and nurture mutually beneficial working relationships.
Qualifications
- Minimum: MCIPS or other professional procurement qualification.
- Bachelor degree in Business Administration or Engineering or equivalent.
- 3 years of relevant experience (or equivalent as stated in the Job Description Procedure).
- Preferred: Master’s in Business Administration (MBA), Supply Chain Management or Engineering; Contract Management experience in the nuclear energy sector; 5 years relevant experience in a Nuclear Power Plant; Engineering or Financial background.
