Title : Construction Director

Project Overview

This is a greenfield OCGT project with a net capacity of 1440 MW, located inland approximately 160 km southwest of Abu Dhabi. The project includes the plant and associated electrical facilities and infrastructure.

Reporting to : CEO of the Project Company, with dotted line to the Head of Project GCC.

Schedule : Full-time

Key Responsibilities

  • Lead plant construction from the Owner’s side, ensuring safety, quality, schedule, and budget adherence in line with the EPC contract.
  • Accountable for HSE performance of the project.
  • Manage the project team, coordinate with the Owner’s Engineer, contractors, authorities, and EPC contractor.
  • Ensure adherence to best engineering and construction practices, following PMI guidelines.
  • Report variances to the CEO, propose mitigation strategies, and ensure corrective actions are implemented.
  • Monitor and update the overall construction schedule, integrating EPC, permits, and contractual obligations.
  • Lead technical meetings, review commissioning procedures, and oversee design reviews and technical decisions.
  • Assist with contractual and commercial issues, including change orders and claims management.
  • Supervise the OE team and interface with stakeholders such as lenders, insurers, and authorities.
  • Prepare and submit progress reports and technical memos.
  • Coordinate with O&M teams and manage daily site interfaces.
  • Host site visitors and communicate with stakeholders via technical letters.
  • Oversee work by contractors, ensuring safety and coordination.
  • Collaborate closely with the CEO, project management, contract, and asset teams.
  • Report regularly to Dubai HQ and support internal stakeholder interfaces.

HSE Responsibilities

  • Promote a safety culture, ensure compliance with HSE standards and legislation.
  • Review work methods, permits, and safety measures.
  • Ensure contractors follow ENGIE HSE requirements and deploy necessary resources.
  • Lead safety inspections, participate in safety programs, and monitor safe work systems.

Contractual and Commercial Responsibilities

  • Understand project contracts, report variances, and assist in contractual communications.
  • Manage claims, milestones, and contractual obligations with the EPC contractor and off-taker.

Qualifications and Experience

  • University degree in Civil, Mechanical, Electrical Engineering.
  • 10-15 years of project and site experience in power or water plants, preferably in the Middle East.
  • Experience as a senior project manager or contractor.
  • PMP and NEBOSH certifications are advantageous.
  • Strong HSE leadership skills.
  • Negotiation and communication skills.
  • Contract management expertise, especially with EPC contracts.
  • Technical knowledge of large-scale power or water projects.
  • Leadership and ability to work independently across cultures.

Additional Skills

  • Knowledge of power plant or SWRO technology is a plus.
  • Fluent in English; Arabic and French are beneficial.
  • Ability to work in diverse cultural environments.
