Job summary

Hubpay, a fast-growing UAE fintech, invites a Compliance Officer based in Dubai to lead and scale its regulatory program within a dynamic payments environment.

You will own compliance arrangements, engage with ADGM/FSRA, drive risk assessments and monitoring, and embed compliance into product development with cross-functional teams.

Qualifications

  • 5+ years in regulatory compliance at a regulated financial services firm.
  • Background in conduct, monitoring, regulatory change and regulator engagement.
  • Former Compliance Officer or Approved/Recognised Person with a regulator.
  • Strong knowledge of UAE regulations and engagement with FSRA/DFSA/CB UAE.
  • Ability to build and maintain a compliance risk assessment and monitoring framework.
  • Sufficient AML knowledge expected for the Compliance Officer function.
  • Understanding client money, cross-border payments and conduct risk in fintech.

Responsibilities

  • Own Hubpay’s compliance arrangements and their effectiveness across products.

  • Oversee outsourcing, technology and cyber risk obligations.
  • Collaborate with MLRO on AML/CFT programme responsibilities.
  • Embed compliance in product development with cross-functional teams.
  • Prepare for regulatory audits and inspections; promote training and culture.
  • Report to VP, Risk and align regulatory integrity with scalable operations.

This role holds the Compliance Officer controlled function and leads the next phase of our compliance programme. The foundations are already in place, and your role will focus on strengthening and scaling them to meet the demands of our business as it grows.

What you’ll get to do
  • Act as the designated Compliance Officer, owning Hubpay’s compliance arrangements and their effectiveness across both business and retail products
  • Own the relationship with ADGM and the FSRA, including regulatory reporting, notifications and other ongoing regulatory engagement
  • Own the compliance risk assessment, keeping it current as the business, products and regulatory perimeter change, and using it to drive compliance priorities
  • Design and run a risk-based compliance monitoring programme, driven by the compliance risk assessment, taking findings through to verified closure
  • Maintain the company policy suite and a regulatory change process that assesses every applicable change before it takes effect
  • Maintain oversight of all regulatory returns, including the financial and AML returns owned by other function holders, for completeness and timeliness
  • Own conduct of business and customer outcomes, including complaints handling and the analysis of systemic issues
  • Own and maintain the Compliance Breach Register and ensure issues are appropriately tracked to remediation
  • Maintain compliance oversight of the firm’s outsourcing, technology and cyber and other risk obligations
  • Work alongside the Money Laundering Reporting Officer, who separately owns the AML/CFT programme, under a documented division of responsibilities
  • Embed compliance into the product development lifecycle by working closely with product, engineering, operations, and commercial teams
  • Lead regulatory audits, prepare for inspections, and ensure readiness across all internal teams
  • Deliver effective compliance training and promote a strong, risk-based culture across the organisation
  • Report to the Vice President, Risk and contribute to business strategy by aligning regulatory integrity with scalable operational practices
What we’re looking for
  • A compliance leader with at least 5 years’ experience in a regulatory compliance function at a regulated financial services firm
  • A background in regulatory compliance (conduct, monitoring, regulatory change and regulator engagement), rather than one centered on AML or financial crime
  • Prior designation as Compliance Officer, or as an Approved or Recognised Person, with a financial services regulator
  • Strong working knowledge of the UAE regulatory environment, with hands‑on experience engaging with FSRA, DFSA or CBUAE
  • Proven ability to build and maintain a compliance risk assessment, and to design or improve compliance monitoring and conduct frameworks in high-growth companies
  • Sufficient knowledge of applicable anti-money laundering requirements, as expected of the holder of the Compliance Officer function
  • Solid understanding of client money, cross-border payments and conduct risk in payments or fintech
  • Ability to work cross-functionally and balance commercial goals with regulatory obligations
