Job Description

The successful candidate will be leading a team of Commissioning Engineers and reporting to the Project Manager. They will be supervising and controlling the development of pre-commissioning functions applicable to all phases of projects.

Among their duties:

1. Preparation of specific commissioning plans for section of work.
2. Ensuring any potential hazards are identified and assessment of risks documented in the plans.
3. Supports the provision of input during the estimating phase of a project in regards with the size of the work-scope, and identification of any difficulties or special requirements.
4. With the Project Manager, develop a strategy for organizing the pre-commissioning.
5. Liaises with Construction Manager to establish an integrated approach to project completion and pre-commissioning.
6. Works with the Client/Main Contractor to complete procedures/plants/method statements and other documents required for execution of the project completion/pre commissioning phase.
7. Leads the preparation of commissioning procedures and methods.
8. Assists in reviewing and monitor all recorded and potential change orders.
9. Working efficiently, cost effectively and maintaining program requirements to achieve deadlines.
10. Managing the team progress in accordance with the commissioning program.
11. Organizes and trains the commissioning team.
12. Getting approval from the client for process and commissioning documents as per the project requirements.
13. Reviews and approves of System, Subsystem, Pre-commissioning, commissioning & SAT procedures, SPT Procedures.
14. Reviews and approves of MCC, Pre-commissioning certificate, “Ready for commissioning” certificate, system handover certificate, Final handover certificate.
15. Reviews and approves of the turn over packages by gathering all testing certificates, inspection documentation, FAT and SAT reports and punch lists report.
16. Pre-commissioning and Testing of the Plant Equipment under his responsibility. Commissioning of individual process, equipment, different type of pumps (such as Vertical Diesel Fire pumps, Centrifugal pumps, Sump pump, Dual media filter, Reverse osmosis unit and Electro chlorination unit).
17. Reviewing of P&IDs, Flow diagrams, Flow and Mass Balances, Hydraulic analysis.
18. Participation in HAZOP/HAZID and risk assessments.
19. Reviewing the equipment sizing, process input to mechanical and instrument datasheets and preparation & development of PFD / P&ID.
20. Detailed Design in EPIC Execution stage, ensuring that designs and equipment selections are optimal, safe, cost effective and in compliance with the latest Codes, Standards.
21. Responsible for Plant start-up & Shutdown as per the sequential operation.
22. Responsible for the plant performance (such as water quality parameter SDI, pH, Turbidity, TDS, Free Chlorine). ORP and fine tuning of the dosing accordingly in order to meet the specification.
23. SAT& Performance of the total Plant and Handed over to client.
24. Performs any other related duties as assigned.

Qualifications

• BSc in Mechanical or Electrical or E&I Engineering
• Minimum of 10 years Experience in the Oil & Gas Industry
• Minimum of 5 years Experience in a Managerial Position
• Familiarization with the process and standards in Mechanical Commissioning for O&G projects in UAE
