Job Description:

Commercial Manager

Abu Dhabi, UAE

Parsons is looking for a Commercial Manager to join our site supervision team. In this role you will get to perform post contract commercial activities typical to the engineering and construction industry and be the lead commercial on one of our infrastructure projects.

What You'll Be Doing:

  • Oversee the financial and contractual aspects of the project to ensure successful execution.
  • Attend progress meetings, record discussions, and prepare detailed minutes to track key actions and decisions.
  • Provide ongoing support on all financial and contractual matters throughout the project.
  • Finalize and approve the contractor's monthly payment certificates, ensuring accuracy and compliance.
  • Ensure all cost and quantity records are well-organized and maintained in an efficient manner.
  • Advise the Site Resident Engineer (SRE) and Resident Engineers (RE) on measurement procedures, as well as the calculation of interim and final quantities.
  • Evaluate and assess the unit rates for new work items to ensure accuracy and feasibility.
  • Establish and maintain procedures for recording day works, ensuring accurate tracking and processing.
  • Lead the preparation and documentation of variation orders, ensuring clarity and compliance.
  • Lead the evaluation and resolution of claims, ensuring timely and fair assessments.
  • Provide expert advice on contractual matters to ensure compliance and mitigate risks.
  • Ensure that all contractual requirements are met in full and remain valid throughout the project.
  • Advise on contractor resource allocation, ensuring efficient use of manpower and materials.
  • Prepare accurate financial statements for inclusion in the monthly project report.
  • Conduct audits of payments made to contractors to ensure correctness and adherence to contract terms.
  • Ensure the prompt submittal and completeness of valuations for progress claims.
  • Verify and record measurements of completed work to ensure alignment with project specifications.
  • Monitor and assess the final cost estimates to ensure project costs remain within budget.
  • Maintain accurate records of project expenditure, ensuring full transparency and accountability.
  • Coordinate and oversee the activities of the commercial team to ensure smooth project execution.
  • Prepare the Final Account with all supporting documentation, ensuring completeness and accuracy for project closeout.
What Required Skills You'll Bring:
  • Bachelor's degree in quantity surveying
  • Minimum 15 years demonstrable experience in all aspects of quantity surveying and commercial management
  • Proven experience in analyzing contract variations and claims
  • Excellent written contractual correspondence and verbal communication skills in English
What Desired Skills You'll Bring:
  • Qualified and chartered by a recognized international body such as Royal Institution of Chartered Surveyors (RICS) or Chartered Institute of Arbitrators (CIArb) will be an added advantage.
  • Prior experience in infrastructure projects
  • Experience with FIDIC
  • Experience working for a Consultant providing internal and external advice
  • Ability to work autonomously.
