Responsibilities

  • Lead all contractual and commercial administration activities across interfaces with contractors, consortium/EPC partner, client, PMC, subcontractor and supplier.
  • Establish and manage contract obligations, notices, variations, claims, counterclaims, back-charges and final account strategies.
  • Ensure contractual correspondence and notices are issued accurately, timely, and supported by robust project records.
  • Identify, develop and substantiate entitlement arising from scope changes, delays, disruption and other events.
  • Lead negotiation and settlement of variations, claims, disputed items and final accounts.
  • Work with Project Controls to integrate entitlement with planning, cost, and delay analysis.
  • Own project commercial forecasting including revenue, ETC, EAC, cash flow and forecast final margin.
  • Review subcontractor applications, variations, claims and final accounts to mitigate costs.
  • Develop and implement commercial recovery strategies to maximize profitability and cash generation.
  • Chair commercial review meetings and provide executive reporting on risks, opportunities and forecast outcomes.
  • Mentor Quantity Surveyors and commercial team members for consistency and accuracy.
  • Drive commercial close-out and final account settlement activities.

Job description

We are seeking an accomplished Commercial Manager to take full ownership of the contractual and commercial performance of a major Oil & Gas EPC project. This is a strategic leadership role responsible for protecting contractor entitlement, maximizing commercial recovery, managing project risk, and ensuring the successful delivery of the project's final account and margin.

The successful candidate will bring extensive contractor-side experience, a proven track record in claims and commercial recovery, and the ability to lead complex commercial interfaces within EPC, consortium, and subcontracting environments.

YOUR ROLE

As Commercial Manager, you will

  • Lead all contractual and commercial administration activities across contractor, consortium/EPC partner, client, PMC, subcontractor, and supplier interfaces.
  • Establish and manage contract obligations, notices, variations, claims, counterclaims, back-charges, and final account strategies.
  • Ensure contractual correspondence and notices are issued accurately, timely, and supported by robust project records.
Claims & Entitlement Management
  • Identify, develop, and substantiate entitlement arising from: Scope changes and instructed variations, Delays, disruption, and prolongation, Acceleration measures, Access constraints and resequencing, Additional resources and compensable events
  • Lead negotiation and settlement of variations, claims, disputed items, and final account agreements.
  • Work closely with Project Controls teams to integrate contractual entitlement with planning, cost, productivity, and delay analysis.
Commercial Performance Management
  • Own project commercial forecasting, including: Revenue, Cost-to-complete (ETC), Estimate at Completion (EAC), Cash flow, Commitments and liabilities, Forecast final margin
  • Review subcontractor applications, variations, claims, and final accounts to mitigate unsupported costs and commercial leakage.
  • Develop and implement commercial recovery strategies to maximize project profitability and cash generation.
Leadership & Reporting
  • Chair commercial review meetings and provide executive-level reporting on risks, opportunities, recovery actions, and forecast outcomes.
  • Mentor Quantity Surveyors and commercial team members, ensuring consistency in measurement, valuation, record keeping, and contract administration.
  • Drive commercial close-out and final account settlement activities.
WHAT WE’RE LOOKING FOR
Experience
  • 20+ years of industry experience, including at least 10-12 years in senior commercial or contracts leadership roles
  • Strong contractor-side experience on major Oil & Gas EPC or construction projects
  • Experience working with: International EPC Contractors, Joint Venture (JV) / Consortium projects, Large subcontract and supplier networks.
  • Demonstrated responsibility for: Major claims management, EOT assessments, Prolongation and disruption claims, Variations and final accounts.
  • Proven success in recovering margin and cash flow on delayed, distressed, or late-stage projects
  • Experience on large-scale projects valued at US$500M+
  • ADNOC project experience (preferred)
Education and Certifications
  • Degree in Quantity Surveying, Engineering, Commercial Management, or related discipline
Skills and Competencies
  • Strong expertise in: Commercial forecasting, Cost-to-complete analysis, Cash flow management, Executive commercial reporting
  • Working knowledge of Primavera P6 and ability to connect schedule impacts to commercial entitlement
  • Outstanding contractual writing, negotiation, stakeholder management, and executive communication skills
